• Scope: Deliver a 1-hour keynote presentation, engage participants in discussion, and address key themes including digital transformation support for the Public Service, ethics in digital leadership, capacity building through technology, and responsible AI adoption.
• Audience: Approximately 100 attendees.

• Catering and venue arrangements will be handled by DFFE.
• Mandatory Eligibility: Submit at least two signed reference letters on a client's letterhead confirming completion of similar motivational speaking services. Failure to submit these letters leads to disqualification.

• All prices must be firm and inclusive of 15% VAT where applicable.
• The quoted price must include all delivery costs, taxes (VAT, PAYE, income tax), UIF contributions, and skills development levies.
• Your quotation must show the total amount excluding VAT, the VAT amount, and the grand total inclusive of VAT.
• The price validity period is 90 days from the RFQ closing date.

• You must be registered on the Central Supplier Database (CSD) and provide your CSD (MAAA) number.
• You must be tax compliant. Your tax compliance status will be verified via the CSD or SARS e-Filing. Non-compliant bidders will be given 7 working days to rectify; failure to do so leads to disqualification.
• Submit a Tax Compliance Status (TCS) PIN or a printed TCS certificate. If no TCS PIN is available but you are registered on the CSD, provide your CSD number.
• For claiming Specific Goals points, submit a completed SBD 6.1 and supporting documents: a medical certificate for disability, a SANAS/CIPC accredited B-BBEE certificate or sworn affidavit, and a CIPC Ownership Certificate.
• You must comply with the Protection of Personal Information Act (POPIA).
• Bidders listed on the National Treasury's Database of restricted suppliers will be disqualified.
• Submission of fraudulent information (e.g., false B-BBEE credentials, experience) leads to disqualification.

• Specific Goals points (20 points) are awarded for ownership: 20 points if the bidder has more than 50% ownership by Black people, Women, or people with disabilities; 0 points if ownership is 50% or below.
• For consortia, the average combined ownership is calculated to determine points.
• Submit supporting documents: SBD 6.1, B-BBEE certificate or sworn affidavit, CIPC Ownership Certificate, and a medical certificate for disability claims.

• Contract award will be communicated via an official purchase order or formal appointment letter on DFFE letterhead.
• Do not commence any work before receiving this official order.
• DFFE reserves the right to accept any offer in full or in part, and is not obligated to accept the lowest price.
• DFFE may negotiate price only with the recommended service provider.
• The department reserves the right to extend the 90-day bid validity period, subject to your written acceptance of the extended terms.
• You must comply with the Protection of Personal Information Act (POPIA). DFFE will process your personal information only for evaluation and award purposes.

• DFFE reserves the right to perform due diligence, request additional information, reject non-compliant quotations, and negotiate price with the recommended provider.
