Submit bids by 26 June 2026 at 11:00 to the bid box at Public Service Sector Education and Training Authority (PSETA), Woodpecker Building, 177 Dyer Road, Hillcrest Office Park, Hillcrest, Pretoria, 0083. Late bids will not be accepted. Bids must be submitted on official forms provided (not re-typed) or as prescribed in the bid document. Electronic submissions are not accepted. Submit 2 copies of the proposal and 1 original. All SBD documents (SBD1, SBD4, SBD6.1) must be fully completed and signed. Proof of registration on the Central Supplier Database (CSD) is mandatory. Failure to submit required documents will disqualify the bid. Validity period of bids is 90 days from closing date.

Scope: Review the occupational qualification 'Public Service Administrator' (SAQA ID: 118766). Deliverables: Facilitate occupational qualification development meetings per QCTO requirements. Produce: (1) Qualification document, (2) Curriculum document, (3) Qualification Assessment Specification (QAS) document, (4) QAS Addendum (QASA), (5) Qualification development process reports. Submit documents to PSETA per prescribed timeframes. Revise and remediate all documents until qualification is registered with SAQA. Methodology: Participate in inception meeting with PSETA Quality Assurance Team to finalise approach. Facilitate all development meetings. Submit progress and process reports in prescribed format. Competency requirements: (a) 3+ years experience in occupational qualification development, (b) 3-year qualification in Education, Training and Development or related field, (c) 3+ years public sector experience. Appointment duration: 18 months from date of appointment. Extensions only for valid delays outside QDF control.

Proposed total pricing must be inclusive of VAT and all costs. Breakdown of rates for services/items must be provided. PSETA reserves the right to negotiate deliverable selection/prioritisation in line with contract price.

Tax compliance: Submit Tax Compliance Status (TCS) PIN or printed TCS certificate. Apply via SARS e-filing (www.sars.gov.za). For consortia/joint ventures/sub-contractors, each party must submit separate TCS certificate/PIN/CSD number. If no TCS PIN, provide CSD number if registered on Central Supplier Database. No bids accepted from persons in the service of the state, or companies/close corporations with directors/members in the service of the state. B-BBEE: Submit B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points. Complete SBD1, SBD4, and SBD6.1 forms. Proof of authority (e.g., company resolution) must accompany bid submission. Foreign suppliers: If not a RSA resident, branch, permanent establishment, or taxable entity, no SARS TCS PIN required.

Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals (B-BBEE). Functionality evaluation (100 points) requires a minimum of 70 points to proceed. Criteria: (1) Project management capability (30 points): methodology, project plan, milestones, communication strategy, risk management. (2) Experience (30 points): reference letters from SETAs/professional bodies for qualification development work. (3) QDF qualifications and experience (40 points): CV, certified qualifications, SAQA evaluation for foreign qualifications, and experience in NQF-aligned/occupational qualification development. Specific goals: Black-owned (8 points), Women-owned (4 points), Youth-owned (5 points), Disability-owned (3 points).
