The consultant must be a registered legal entity in South Africa. Key persons must have relevant qualifications and experience in electrical engineering. The consultant must have Professional Indemnity Insurance cover of R5 million and Public Liability Insurance cover of R10 million, valid for 24 months. The consultant must be in good standing with the Compensation Fund (COID Act). Annual submission of a compliant BEE Certificate is required. The consultant must agree to all additional conditions of contract (Z clauses), including ethics, confidentiality, and dispute resolution procedures.

• Scope: Provision of professional electrical engineering services to conduct various studies (load flow study) on the entire electrical network at King Phalo Airport.
• Purpose: To determine optimal operational requirements for all diesel generators, cabling, indoor and distribution board.
• Deliverables: Full engineering consultancy including proposal, design, documentation, bill of quantities, detailed drawings, site supervision, monitoring, quality control, cost control, commissioning tests, project handover and completion documentation.
• Specific Tasks: Ensure appointed contractor removes existing radiators of Scania generators, issues disposal certificate, procures, delivers and installs new radiators. Also ensure contractor procures, delivers and installs a diesel tank.
• Standards: Services must comply with SANS7240 and EN54 evacuation standards. Drawings must comply with ACSA standards.
• Software: AutoCAD to be utilised.
• Quality System: All projects must be managed under a strict ISO 9001 quality system. Consultants must be ISO 9001 accredited.
• Programme: A detailed programme must be submitted within 14 days of appointment and updated monthly.
• Reporting: Monthly progress and cost reports required from detailed design stage onwards.
• Key Personnel: Consultant must nominate key persons (senior partner/director and senior personnel) with their qualifications and experience detailed.

• Project Stages: Work must follow defined stages: Scoping/Brief, Preliminary Design, Detail Design & Bid, Working Drawing, and Construction.
• Client Engagement: Detailed consultation and monthly feedback with the ACSA representative is essential.
• Programme: A detailed project programme must be submitted within 14 days of appointment and updated monthly.
• Reporting: Monthly progress and cost reports required from detailed design stage until construction ends.
• Compliance: Services must comply with all applicable laws and, where specified, SANS7240 and EN54 standards. Where not specified, internationally recognised codes accepted by the employer apply.

• Key Personnel: Consultant must nominate a senior partner/director with overall responsibility and other senior personnel for project execution. Changes require employer approval.
• Details Required: For each key person, provide name, job title, responsibilities, qualifications, and experience.
• Registration: Engineering Council of South Africa (ECSA) registration is implied for professional services.
• Access to Information: Employer will provide access to as-built information and relevant ACSA engineering/operational personnel upon award.

• Quality Plan: Must be provided within 2 weeks of contract date.
• Defects Date: 52 weeks after completion of the whole of the services.
• Monitoring: Constant review of work procedures and materials for compliance to plans during site supervision.

• Disbursements: Only pre-approved, project-related costs are reimbursable. No mark-up allowed. Costs for travelling (except on-site), accommodation, typing, telephone, cellular, computer, telefax, and email are deemed included in professional fees.

• Insurance Requirements:

• Professional Indemnity Insurance: R5 million cover for 24 months.
• Public Liability Insurance: R10 million cover for 24 months.
• Compensation for Occupational Injuries and Diseases Act (COID) compliance required.

• B-BBEE: Consultant must annually present a compliant BEE Certificate. Failure is a material breach.
• Legal Compliance: Consultant must comply with all applicable South African laws, including the Prevention and Combating of Corrupt Activities Act.
• Health and Safety: Must comply with Occupational Health and Safety Act and Construction Regulations. A signed Occupational Health and Safety Agreement is required before work commences.
