Submit your RFQ in a sealed envelope clearly marked "RFQ – PROVISION OF PROJECT MANAGER’S TRAINING FOR 24 JDA DELEGATES" to the tender box at Johannesburg Development Agency, Ground Floor, The Bus Factory, 3 Helen Joseph Street, Newtown, Johannesburg, 2000. Submissions are accepted between 08h00 and 17h00 only. Late submissions will not be accepted.

Submission requirements:

• Use the official RFQ documentation issued. Do not reproduce or rearrange it.
• Additional information must be submitted as a separate attachment to the tender document.
• Submissions completed in pencil, faxed, or received after the closing time (12h00 on 17 June 2026) will be disqualified.
• Ensure the envelope is deposited in the tender box by the closing time.
• Online submission is also required.

Disqualification risks:

• Persons in the service of the state (as defined in MSCM Regulations) may not submit bids.
• Failure to complete the tender offer page and pricing table in full, including all registration numbers and signatures, will result in disqualification.
• Incorrect transfer of the total fee from the pricing table to the offer page will disqualify the bid.
• Missing or incomplete required documents (e.g., Annexures A to H) will lead to disqualification or negative scoring.

Evaluation is based on three criteria: Compliance, Price and Specific Goals, and Risk Tolerance.

Compliance (Disqualification Criteria):

• Bidders will be disqualified if:
• Any director is listed on the register of tender defaulters.
• The bidder failed to perform satisfactorily on previous public sector contracts in the last 5 years.
• The tender offer page or pricing table is incomplete, unsigned, or incorrectly priced.
• The quotation is completed in pencil, faxed, late, or not deposited in the tender box by the closing time.
• Any director is in the employment of the state.
• Tax matters are not up to date with SARS.
• Municipal accounts (bidder or directors) are in arrears for more than 90 days.
• The bidder is not registered on the National Treasury Central Supplier Database (CSD).

Price and Specific Goals (80/20 Preference Point System):

• The 80/20 system applies to tenders up to R50 million (VAT inclusive).
• Points are allocated as follows:
• 5 points: Business owned by 51% or more Black People (valid BBBEE certificate or sworn affidavit required).
• 10 points: Business owned by 51% or more Women (valid BBBEE certificate or sworn affidavit and CSD report required).
• 5 points: SMMEs (EME or QSE, valid BBBEE certificate or sworn affidavit and CSD report required).
• Total preference points available: 20. Failure to attach evidence results in zero points for that criterion.

Risk Tolerance:

• The JDA will conduct a risk analysis on the highest-scoring bidder to assess:
• Number and value of contracts awarded to the bidder in the past year.
• Financial capability (e.g., working capital).
• Past performance on projects.
• Availability of resources for the project.
• Tendered rates (unduly high or low).
• Arithmetical errors or omissions in the tender.
• The JDA reserves the right to award the contract to a bidder who exceeds the risk threshold if deemed acceptable.

Scope: Provide project management training for 24 JDA delegates, including catering and venue hire within 15km of the Johannesburg Development Agency (JDA) offices at 3 Helen Joseph Street, Newtown, Johannesburg. The appointment is on a once-off basis.

Training Modules:

1. Mastering Construction and Engineering Contractors (GCC) for 16 delegates:

• Develop understanding of GCC contract structure and clauses.
• Interpret key provisions and obligations.
• Effectively manage claims, variations, and payments.
• Minimise contractual disputes and risks.
• Improve project delivery through proper contract administration.
• Strengthen compliance with South African construction regulations.
• Duration: 2 days.
• Catering: Breakfast (scones with jam and cheese, sandwiches with different fillings, fruit salad, and yogurt).
• Provide certificates of competence with credits for each delegate (accredited training provider required).

2. Construction Project Management (CIDB) for 8 delegates:

• Duration: 2 days.
• Catering: Breakfast (scones with jam and cheese, sandwiches with different fillings, fruit salad, and yogurt).
• Provide certificates of competence with credits for each delegate (accredited training provider required).

General Requirements:

• Start time: 08h00 daily.
• Venue must be within 15km of the JDA offices.
• Certificates must include Continuing Professional Development (CPD) points for registered professionals.
• Service provider must have a local office within the City of Johannesburg; JDA will not cover accommodation or travel costs.

Bidders must:

• Be experienced and accredited service providers.
• Demonstrate past performance on similar contracts (submit lists of current and completed contracts of similar nature).
• Provide details of directors and shareholders.
• Ensure no directors are listed on the register of tender defaulters or have been involved in fraud, corruption, or poor performance on past public sector contracts.
• For consortiums/joint ventures, each member must meet the requirements, and a consortium agreement must be submitted.

Pricing must be detailed in Tables A and B:

• Table A: Mastering Construction and Engineering Contractors (GCC) for 16 delegates (training, catering, certificates, venue hire, duration).
• Table B: Construction Project Management (CIDB) for 8 delegates (training, catering, certificates, venue hire, duration).
• Include unit prices and total amounts for all items.
• Transfer the total fee from the pricing tables to the "Offer" page. Failure to do so correctly will disqualify the bid.
• Fees must include all disbursements (typing, reproduction, communications, travel, etc.).
• Fixed pricing is required for the duration of the appointment.

Pricing Format:

• Complete the pricing tables (Table A and Table B) for each training module, including unit prices and total amounts for all items (training, catering, certificates, venue hire, and duration).
• Transfer the total fee from the pricing tables correctly to the "Offer" page. The value on the offer page will be the quoted amount.
• Include all standard disbursements (typing, reproduction, copying, binding, communications, courier, local travel, and accommodation) in the quoted fees.
• Fixed pricing is required for the duration of the appointment.

Payment and Validity:

• Tender validity: 90 days.
• The JDA reserves the right not to appoint the lowest bidder if prices are significantly below market benchmarking.
• The JDA reserves the right to reject goods/services that do not meet the specified quality and quantity.

Banking Details:

• Submit an original, signed, and stamped letter from your bank confirming the company’s banking details. Photostat copies or electronically signed letters are not acceptable.

Mandatory Compliance:

• Registration on the National Treasury Central Supplier Database (CSD) is required. Submit your CSD number and report.
• Valid SARS Tax Compliance Pin Certificate (CTS letter) is mandatory. No award will be made to bidders with outstanding tax matters.
• Valid B-BBEE certificate: Only certificates issued by SANAS-accredited verification agencies or IRBA-approved auditors are accepted. Exempt Micro Enterprises (EMEs) must submit an affidavit confirming annual turnover of R10 million or less and level of Black ownership. Misrepresentation is a criminal offence under the B-BBEE Act.
• Municipal accounts: Submit up-to-date municipal rates accounts (not older than 3 months) for the bidder and all directors, showing no arrears for more than 90 days. Lease agreements are accepted as proof of address.
• Company registration documents: Submit CIPC registration details.
• Annexures A to H must be completed in full and signed.

Additional Requirements:

• Submit a company background/brochure.
• Provide a list of similar contracts currently awarded by an organ of state.
• Provide a list of completed contracts of similar nature.
• Submit details of directors and shareholders.
• Include a statement from an independent auditor/accountant.
• For consortiums/joint ventures: Each member must meet the above requirements, and a consortium/joint venture agreement must be submitted. Consolidated B-BBEE scorecards are required for unincorporated entities.

Disqualification:

• Failure to comply with any of the above requirements may result in disqualification or negative scoring for responsiveness.

Contract terms include:

• Submission of Annexures A to H (Business Declaration, Declaration of Interest, Declaration of Past SCM Practices, Particulars of Contracts Awarded by an Organ of State, MBD9 Certificate of Independent Bid Determination, Declaration of State of Municipal Accounts, Detailed Specification, POPI Act compliance).
• Compliance with POPI Act and PPR 2022 regulations.
• Fixed pricing for the duration of the appointment.
• Tender validity period of 90 days.
• The JDA reserves the right to reject non-compliant or substandard goods/services.

Evaluation is based on Compliance, Price and Specific Goals (80/20 preference point system), and Risk Tolerance. Compliance includes disqualification for directors listed as defaulters, poor past performance, incomplete submissions, or employment in the state. Price and Specific Goals allocate up to 20 preference points for B-BBEE status (5 points for 51%+ Black ownership, 10 points for 51%+ Women ownership, 5 points for SMMEs). Risk Tolerance assesses the bidder’s financial capability, past performance, and tendered rates. Failure to attach required evidence for preference points results in zero points for that criterion.
