Evaluation Criteria

Failure to meet all mandatory requirements disqualifies the bidder. Phase 2: SCM administrative requirements (CSD/SARS PIN, SBD 4, SBD 1, POPIA form, SBD 6.1, facilitator’s CV). Missing documents may disqualify. Phase 3: Compliance with RFQ specifications (quoting on fewer items invalidates quotation). Phase 4: Price (80 points, inclusive of VAT) and Specific Goals (20 points).
