• Purpose: Johannesburg Water requires a service provider to conduct job evaluation using the Paterson Grading Methodology for a period not exceeding six (6) months on an as-and-when-required basis.
• Scope of work/deliverables:
• Provision of job evaluation services through application of the Paterson Grading Methodology.
• Job evaluation of all positions across all occupational levels of work.
• Summary presentation of job evaluation outcomes during the grading committee meeting.
• Submission of formal and final report after presentation to the grading committee.
• Job Evaluation induction on the Paterson Grading Methodology and principles as when required.
• Methodology: The service provider must apply the Paterson Grading Methodology for evaluating all positions.
• Project team competence:
• A dedicated grading consultant must have a minimum of 6 years’ experience in Job Evaluation and Grading using the Paterson System (submit CV).
• Any successor must meet the same level of expertise as the initial consultant.
• Estimated quantities (for pricing):
• Per position graded (all levels): Rate per position.
• Per position graded (Executive level): Rate per position.
• Consolidated Grading Report per submission: Rate per report.
• Job grading committee meeting attendance to present results (hourly rate).

• The service provider must apply the Paterson Grading Methodology for evaluating all positions.
• Deliverables include job evaluation of all positions, summary presentation to the grading committee, submission of a final report, and induction on the methodology as required.

• Company experience: Minimum 5 years’ experience in conducting job evaluation using the Paterson Grading System, with experience in public sector/municipal entities/SOEs.
• Submit 3 reference letters from the last five years on client letterhead, dated and signed, related to the scope.
• Project team: A dedicated grading consultant must have a minimum of 6 years’ experience in Job Evaluation and Grading using the Paterson System (submit CV). Any successor must have equivalent expertise.
• Supporting evidence: Submit company profile, reference letters, and CV of key consultant.

• Submit a firm pricing schedule (MBD 3.1) with itemised rates.
• Pricing must include:
• Per position graded (all levels).
• Per position graded (Executive level).
• Consolidated Grading Report per submission.
• Job grading committee meeting attendance (hourly rate).
• Total must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL).
• All delivery costs must be included.
• Declare if any municipal rates and taxes are in arrears for more than three months.

• Submit a firm pricing schedule (MBD 3.1). Only firm prices are accepted; non-firm prices or prices subject to exchange rate variations will not be considered.
• The total quotation must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL).
• All delivery costs must be included in the bid price.
• The bid must include:
• Itemised pricing for deliverables as per the estimated quantities.
• Sub-total, VAT at 15%, and grand total in South African Rand.
