Re-advertisement for the installation, maintenance, monitoring, and response of security alarms, surveillance, and visibility systems for a period ending 30 June 2029.

• Compulsory Site Meeting: 13 July 2026 at 10h00, Kwanokuthula Community Hall, Plettenberg Bay. Bidders arriving after 10h05 will not be allowed to attend.

Submit tenders as follows:

• Complete all documents in accordance with the tender conditions and rules provided in the tender document.
• Place the Tender Document and all supporting documents in a sealed envelope. Externally endorse the envelope with: Tender Number (SCM/2026/84/COMM), Description, and Closing Date (07 August 2026).
• Deposit the sealed envelope in the Tender Box at the Supply Chain Management Unit, Bitou Municipality, Shop 59, 2nd Floor, Melville’s Corner, C/o Main & Marine Drive, Plettenberg Bay.
• Use only the official tender documentation issued by the Municipality. Submissions on other forms will not be accepted.
• Tenders must be submitted by 12H00 on 07 August 2026. Late submissions will not be considered.
• Tender documents are available electronically free of charge via email: [email protected]. Printed copies are available from 08 July 2026 at Shop 59, 2nd Floor, Melville’s Corner, Plettenberg Bay, for a non-refundable fee of R144.90 (payable at Shop 54, 2nd Floor). Use the Quotation Number as the payment reference.
• The Municipality reserves the right to reject any or all tenders and is not obligated to accept the lowest bid.

Scope of work:

• Installation, maintenance, monitoring, and response of security alarms, surveillance, and visibility systems.
• Contract period ends 30 June 2029.
• Bidders must use the official tender documentation issued by Bitou Municipality.
• The Municipality reserves the right to award to a panel of service providers or evaluate per unit rate/section as needed.

• Registration on the Municipality’s Accredited Supplier Database (CSD) is mandatory. Application forms are available at: https://secure.csd.gov.za.
• B-BBEE Status Level Contributor points (10 points) will be considered in evaluation.
• Local content and promotion of local area enterprises (10 points) will be evaluated under Preferential Procurement Regulations, 2022.

B-BBEE requirements:

• Preferential Procurement Policy is not explicitly applicable for local content.
• B-BBEE Status Level Contributor points (10 points) will be evaluated as part of the preference points.

The Municipality reserves the right to evaluate and consider offers per unit rate, per section, or in total, or award a panel of service providers as deemed most practical, beneficial, and providing the best value for money.

Evaluation will be conducted in accordance with the Preferential Procurement Regulations, 2022. Criteria:

• Price: 80 points.
• B-BBEE Status Level Contributor: 10 points.
• Promotion of Local Area Enterprises: 10 points.
• Total: 100 points.
• The highest-scoring bidder(s) will be awarded the contract.
