Deposit in the bid box at: DEPARTMENT OF PUBLIC WORKS AND INFRASTRUCTURE, FRONT CORNER OF QHASANA BUILDING ON THE WAY TO CIDB OFFICES LABELLED 'TENDERS', BISHO, Independence Avenue, Ground Floor, Qhasana Building, Bhisho 5605. Closing time: 14 July 2026 at 11:00am. Late, incomplete, unsigned, or electronically submitted bids will be rejected. Only bids on issued tender documentation are accepted. Tenderers must ensure correct delivery; the department will not accept responsibility for misdelivered bids. Required returnable documents: Compulsory Enterprise Questionnaire, SBD 1, SBD 4, SBD 6.1, Form of Offer and Acceptance, Complete Priced Bills of Quantities, Proof of CSD registration, Valid CIDB certificate, POPIA consent form, Project References (minimum 3), Schedule of Plant and Equipment, Details of Project Team with CVs and qualifications. Joint ventures must submit separate questionnaires for each partner and a signed JV Agreement. Proof of authorization to sign must be included. No two-envelope procedure. Scope: Repairs and renovations at Bhisho Hospital. Contract duration: 24 months. Contract based on JBCC Edition 6.2. Subcontracting: 30% allocated to SMMEs (25% local SMMEs, 5% ICDP contractors). Electrical sub-contractors must have CIDB grading 5EB or higher. Mechanical sub-contractors must have CIDB grading 4ME or higher. EPWP requirements and specifications apply. Occupational Health and Safety Specification and Construction Health and Safety Specification must be adhered to. Bills of Quantities and Drawings are provided. Work must comply with SANS 10845-3 and Standard for Uniformity in Construction Procurement. All trades listed in Bills of Quantities must be priced (except provisional sums and allowances).

Pricing must be in South African Rands (ZAR). Include all duties, taxes (except VAT), and levies in rates and prices. VAT must be shown separately at 15% if applicable. Rates and prices must be fixed for the contract duration. Tender security: amount not specified (refer to SANS 10845-3 Annex D for form). Performance Bond/Guarantee/Surety/Security must be submitted within 21 days of appointment. Payment terms and contract conditions are governed by JBCC Edition 6.2. Tender offer validity period: 120 days. Bidders must state rates and prices in monetary value unless otherwise instructed. Form of Offer and Acceptance amount takes precedence over other totals.

Bidder must be registered on the National Treasury Central Supplier Database (CSD) with valid tax compliance status. Proof of CSD registration must be submitted. Bidder must be registered with CIDB at Grade 8GB or higher for General Building (GB) class of works. Joint ventures: all members must be CIDB-registered in GB class; lead partner must be Grade 7GB or higher; combined grading must meet or exceed 8GB. Bidder must be in good standing with SARS (verified via CSD). Bidder must be registered and in good standing with the Compensation Fund or a licensed compensation insurer. Bidder must not be listed on the Register of Tender Defaulters. Compulsory Declaration of Interest (SBD 4) must be completed and signed. Compulsory Enterprise Questionnaire must be completed and signed. POPIA consent form must be submitted. B-BBEE: Points for specific goals (10 points) under PPPFA and Preferential Procurement Regulations 2022. SBD 6.1 must be completed to claim preference points. Local content: Undertake to maximize sourcing of building materials from Eastern Cape-based suppliers or manufacturers. OHS: Must have necessary competencies and resources per Construction Regulations 2014. Resolution to Sign or authorization letter must be submitted.
