Scope: Upgrade and additions to Ndofela Clinic (Phase 2). Contract duration: 24 months. Contract based on JBCC Principal Building Agreement 2000 Edition 6.1. 30% subcontract allocation: 20% Local SMME Contractors, 10% ICDP Contractors within Joe Gqabi district. EPWP policy applicable. Work includes construction of clinic buildings, large-scale renovations, and upgrades. Bills of Quantities and Drawings are provided. Construction Health and Safety Specification must be adhered to. Tenderers must have suitable experience and qualified personnel in similar services. Joint ventures are eligible if all members are in GB class of work, lead partner has CIDB Grade 7GB PE/8GB or higher, and combined grading meets requirements.

Pricing must be in South African Rands (ZAR). Include all duties, taxes (except VAT), and levies in rates and prices. VAT must be shown separately at 15% if applicable. Rates and prices must be fixed for the contract duration. Tender validity period: 120 days. Preferred tenderer must submit an approved insurer undertaking for Performance Bond/Guarantee/Surety/Security as per DPWI policy. Payment terms and conditions are as per the JBCC Principal Building Agreement 2000 Edition 6.1. No alternative tender offers will be considered. All trades in Bills of Quantities must be priced; failure to do so may lead to elimination.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) with tax matters in order (verified via CSD). Must be registered with CIDB at Grade 7GB PE/8GB or higher in General Building (GB) class of works. CIDB status must remain active throughout the bidding process. Bidders must be a legal entity. Compulsory documents: CSD report, CIDB Grading certificate or CRS number, SBD 4 (Declaration of Interest), Compulsory Enterprise Questionnaire, POPIA Consent Form, Form of Offer and Acceptance, Proof of good standing with Compensation Fund or licensed insurer. B-BBEE compliance: Minimum Level 6 (10 points for Specific Goals under PPPFA). Joint ventures must submit separate Enterprise Questionnaires and a Certificate of Authority.
