• Bids must be placed in a sealed envelope clearly marked “Tender No 8/3/3-2026 / MN5-2026: Supply, installation and management of an STS6 Edition 2 Compliant Prepayment Electricity Vending System …”.
• Envelope must be deposited in the tender box at the Municipal Offices, 13 Kerk Street, Piketberg, no later than 12:00 on Tuesday 10 March 2026.
• Bids addressed to any municipal official in a personal capacity are automatically disqualified.
• Delivery of the envelope is the bidder’s responsibility; the municipality is not liable for courier failures.
• Only original bid documents completed in black ink on the supplied forms are accepted. No fax, email or telegraphic submissions.
• Late, incomplete, or incorrectly addressed bids will be rejected.
• All required returnable forms (Authority to Sign a Bid, Tax Clearance Certificate/TCS Pin, MBD 4‑8, B‑BBEE certificate, etc.) must be attached and signed.
• Bids must be valid and binding for 120 days after the closing date.
• Failure to provide any of the above documents may result in immediate disqualification.

• Evaluation will follow the Council’s Supply Chain Management Policy.
• Preference Point Claim form (MBD 6.1) must be completed to claim up to 80 points for price, 10 points for specific participation goals and 10 points for B‑BBEE compliance.
• Bids are assessed on a combination of price (VAT‑inclusive) and the awarded preference points; the municipality is not obliged to accept the lowest price.
• All submitted forms and certificates (CSD registration, Tax Clearance, B‑BBEE, etc.) are mandatory for eligibility.
• Non‑compliance with the required forms or submission of incomplete documentation will lead to bid invalidation.

Supply, installation and management of an STS6 Edition 2 compliant pre‑payment electricity vending system from the date of appointment until 30 June 2031. The system must meet the specifications attached to the tender (standards, performance levels, spare‑parts support, training, operation & maintenance manuals, and warranty as detailed in the General Conditions). All equipment must be new, conform to the specified standards and be delivered, installed and commissioned as a turnkey solution.

• Bid price must be quoted in South African Rand and be VAT‑inclusive.
• Complete the Pricing Schedule (Form of Offer) and submit with the bid.
• Performance security (bank guarantee or certified cheque) to be provided within 30 days of award, in the amount specified in the Special Conditions of Contract.
• Payment terms: invoice submitted with delivery note; payment made within 30 days of receipt of a correct invoice.
• Bid validity: 120 days from the closing date.
• No additional costs for pre‑bidding testing; all testing costs are borne by the bidder.

• Mandatory registration on the Central Supplier Database (CSD) – provide CSD number (MAAA…).
• Submit a valid Tax Clearance Certificate or Tax Compliance Status (TCS) Pin; failure to do so may invalidate the bid.
• Provide a certified copy of the B‑BBEE certificate.
• Bidders must not be in the service of the State or have direct family ties to officials involved in the evaluation.
• All required returnable forms (Authority to Sign a Bid, MBD 4‑10, OHSA, etc.) must be completed and signed.
• No outstanding municipal rates, levies or service charges; debts may lead to disqualification.
