Evaluation is conducted in stages: - Stage 1: Administrative Compliance: All forms (e.g., SBD4, SBD6.1) must be completed, signed, and submitted. Retyping of tender documents is not permitted. Use of correction fluid is prohibited. Must include: audited financial statements (last 2 years), original bank rating letter (≤3 months old), CSD registration with active status, and Tax Compliance PIN. - Stage 2: Mandatory (Pre-Qualification) Criteria: Disqualifying if not met: CIDB grading 6CE–9CE (or combined for JVs), certified NQF 7 qualification for at least one director/manager in construction/civil works, declaration of no more than 1 contract termination due to non-performance in the last 5 years, and valid professional registrations (SACPCMP Pr.CM/Pr.CPM for Contracts Manager; Pr.CHSO for OHS Officer). - Stage 3: Functionality Evaluation: Minimum threshold of 80/100 points required. Scoring breakdown: Bidder’s experience (60 points), Key Personnel Qualifications (20 points: Site Agent, Foreman, Safety Officer, Contracts Manager), Key Personnel Experience (20 points). Experience requirements vary by CIDB grade: 6CE (projects >R10m–≤R20m), 7CE (>R20m–≤R60m), 8CE (>R60m–≤R200m), 9CE (>R200m). Only projects with appointment letters and practical completion certificates will be scored. - Stage 4: RFQ Process: Successful bidders (scoring ≥80) are added to a 3-year panel. RFQs will be issued per project, with preference given to bidders matching the project’s CIDB grade (or one level above). RFQs evaluated using 80/20 or 90/10 preference point system (price vs. specific goals like B-BBEE and local content). - Preference Points: 80/20 system (80 points for price, 20 for specific goals). B-BBEE Level 1: 15 points, Level 2: 10 points, Level 3: 5 points. Local content: 5 points at RFQ stage.

• Scope: Appointment to a 3-year panel of contractors for Civil Engineering (CE) class of work with CIDB grading 6CE–9CE. - Contractor Requirements: Valid CIDB grading 6CE–9CE (or combined for joint ventures). Must comply with General Conditions of Contract for Construction Works, Third Edition 2015 (SAICE). - Project-Specific Requirements: Defects liability period: 12 months. Practical completion time: To be confirmed per project. Contractor must provide an approved Health and Safety Plan within 14 days of commencement. Contractor’s Construction Manager and Senior Foremen must be on-site at all times during work. - Compliance: Must comply with Occupational Health and Safety Act, 1993, and Construction Regulations, 2014. Must submit preliminary programme (Microsoft Project or similar) and cash flow projection linked to the programme within 14 days of commencement. - Insurance: Minimum R5,000,000.00 limit of indemnity for liability insurance. Contractor must provide insurance for works, employees, vehicles, and equipment. - Subcontracting: Signed SMME subcontractor agreements (if applicable) and community liaison officer details required. - Equipment: Proof of ownership or lease agreement for required equipment must be submitted at RFQ stage. - Documentation: Appointment letters and practical completion certificates for all claimed projects (must show contract name and value). - Design Responsibility: All designs, calculations, drawings, and O&M manuals must be endorsed by a third-party registered engineer at the contractor’s cost.

• Pricing Strategy: Remeasurement contract. Contractor must provide pricing for all items in the Bills of Quantities. - Guarantees: Performance Guarantee of 10% of Contract Sum (worded as per C1.3). Retention: 10% up to issue of Completion Certificate, reducing to 5% thereafter. - Advance Payments: 80% advance on materials not yet built into Permanent Works. - Overhead and Profit: 10% allowance. - Payment Terms: As per payment certificates issued in terms of clause 10.1.5.2. - Penalties: 0.02% of Contract Value (excluding VAT) per day for late completion. R100.00 per report per day for late monthly reports (non-reversible). - Contract Price Adjustment (CPAP): Not applicable for projects lasting ≤6 months. - Acceptable Guarantee Institutions: Listed banks (e.g., ABSA, Standard Bank, Nedcor) and insurance companies (e.g., Mutual & Federal, Guardrisk, Lombard). - Financial Capacity: GGDA may request written evidence of financial, labour, and other resources. Employer reserves the right to conduct financial investigations via chartered accountants.

• CIDB Registration: Valid CIDB contractor grading of 6CE–9CE (verified on CIDB website). Joint ventures must meet combined grading requirements per CIDB Joint Venture Grading Designation Calculator. - Central Supplier Database (CSD): Active registration with CSD number and Tax Compliance PIN (or valid Tax Clearance Certificate). All JV partners must submit separate proof. - B-BBEE: Preference points awarded for B-BBEE Level 1 (15 points), Level 2 (10 points), Level 3 (5 points). Local content may earn 5 additional points at RFQ stage. - Tax Compliance: Valid Tax Clearance Certificate (or PIN) for the tenderer and all JV partners/subcontractors. - Professional Registrations: Contracts Manager: SACPCMP-registered as Pr.CM or Pr.CPM. OHS Officer: SACPCMP-registered as Pr.CHSO. - Company Registration: Certified copies of Certificate of Incorporation (for companies), Founding Statement (for CCs), or JV agreement (for joint ventures). - Declaration of Interest: SBD4 form must be completed and signed. - Integrity Pact: Must be signed and submitted with the tender. - SMME Subcontracting: 30% subcontracting percentage (where applicable) and compliance with Preferential Procurement Regulations, 2022. - OHSA Compliance: Contractor must comply with OHSA and Construction Regulations, 2014, including submission of an approved Health and Safety Plan within 14 days of commencement. - Project Documentation: Appointment letters and practical completion certificates for all claimed projects (must show contract name and value). - Equipment: Proof of ownership or lease agreement for required equipment (submitted at RFQ stage). - Terminated Projects: Declaration form must disclose all projects terminated in the past 5 years.
