Source: TENDER DOCUMENT GGDA-02-2026-27-CE PANEL.zipSubmit tender documents as follows: - Download bid documents for free from www.ggda.co.za. - Submit two (2) hard copies and the original tender documents in sealed envelopes, clearly marked: "Tender to appoint a panel of contractors for civil engineering (CE) class of work with a CIDB grading 6 to 9 for a period of three (3) years for The Gauteng Growth And Development Agency Group (Contract No: GGDA/02/2026-27/CE PANEL)". - Deliver to: GGDA Tender Box at THE INNOVATION CENTRE (At Reception), 1 Mark Shuttleworth Street, Lynnwood, Pretoria. - Closing date and time: 05th June 2026 at 11h00. Late, telegraphic, telephonic, telex, facsimile, or e-mail submissions will not be accepted. - Only one authorized signatory per company. - Tenders must be submitted on the issued tender documentation; retyping is not permitted. - Queries and clarifications must be submitted in writing to [email protected], [email protected], or [email protected] with the tender reference number (GGDA/02/2026-27/CE PANEL) in the subject line. Cut-off date for queries: 30th May 2026 (close of business). - No verbal or telephonic queries will be accepted. - Incomplete or late tenders will be disqualified. - The lowest tender will not necessarily be accepted; GGDA reserves the right to accept the whole or any portion of a tender or not to make an appointment. - A soft copy of the bid must also be submitted on USB with separate files for Technical and Financial Submissions.
Evaluation Criteria

Retyping of tender documents is not permitted. Use of correction fluid is prohibited. Must include: audited financial statements (last 2 years), original bank rating letter (≤3 months old), CSD registration with active status, and Tax Compliance PIN. - Stage 2: Mandatory (Pre-Qualification) Criteria: Disqualifying if not met: CIDB grading 6CE–9CE (or combined for JVs), certified NQF 7 qualification for at least one director/manager in construction/civil works, declaration of no more than 1 contract termination due to non-performance in the last 5 years, and valid professional registrations (SACPCMP Pr.CM/Pr.CPM for Contracts Manager; Pr.CHSO for OHS Officer). - Stage 3: Functionality Evaluation: Minimum threshold of 80/100 points required. Scoring breakdown: Bidder’s experience (60 points), Key Personnel Qualifications (20 points: Site Agent, Foreman, Safety Officer, Contracts Manager), Key Personnel Experience (20 points). Experience requirements vary by CIDB grade: 6CE (projects >R10m–≤R20m), 7CE (>R20m–≤R60m), 8CE (>R60m–≤R200m), 9CE (>R200m). Only projects with appointment letters and practical completion certificates will be scored. - Stage 4: RFQ Process: Successful bidders (scoring ≥80) are added to a 3-year panel. RFQs will be issued per project, with preference given to bidders matching the project’s CIDB grade (or one level above). RFQs evaluated using 80/20 or 90/10 preference point system (price vs. specific goals like B-BBEE and local content). - Preference Points: 80/20 system (80 points for price, 20 for specific goals). B-BBEE Level 1: 15 points, Level 2: 10 points, Level 3: 5 points. Local content: 5 points at RFQ stage.
