• Submit your bid proposal on a USB stick in a clearly marked envelope with your details and bid reference number.
• The USB must contain three folders: Folder A (Stage 1 Administrative Requirements), Folder B (Stage 2 Mandatory and Functionality Requirements), Folder C (Stage 3 Pricing and Specific Goals).
• Deliver by courier or hand delivery to: ETDP SETA – Gauteng Province, 112 Main Street, 9th Floor, Johannesburg, 2091.
• Submissions can be delivered into the tender box between 08h00 and 16h30 Monday to Friday before the closing date.
• Late, incomplete, or unsigned bids will not be accepted.
• No hard copies will be accepted.
• Ensure all required SBD forms (SBD1, SBD4) and the fully completed General Conditions of Contract (GCC) are included.
• Include your SARS Tax Compliance Status PIN or CSD number.
• Bids must hold good for 90 days.
• No sub-contracting is allowed.

Evaluation is a three-stage process:

• Stage 1: Administrative Compliance – Submit fully completed SBD1, SBD4, GCC, and tax PIN.
• Stage 2: Phase A – Mandatory Requirements: Must submit Annexure A and a valid QCTO Accreditation letter for the specific skills programme you are bidding for. Failure leads to disqualification.
• Stage 2: Phase B – Functionality Evaluation: Minimum qualifying score is 70 points out of 100. Scoring is based on:
• Bidder Experience (20 points): Provide reference letters for QCTO skills programme training.
• Project Implementation Plan (40 points): Submit a detailed roll-out plan.
• Experience/Profile of Key Staff (40 points): Provide CVs and details for Project Manager, Facilitators, Markers, Moderators, and Administrators.
• Stage 3: Price and Specific Goals: The 80/20 preference point system applies (80 points for price, 20 for specific goals).
• Only bidders scoring 70+ on functionality proceed to Stage 3.

Scope: To appoint a Skills Development Provider to implement QCTO Registered Skills Programmes for the Gauteng Department of Education for the 2025/26 financial year.

• Programmes Required:
• Assessment Practitioner (NQF L5, 20 credits, 310 learners, Johannesburg Central).
• Skills Development Facilitation Practitioner (NQF L5, 40 credits, 150 learners, Johannesburg Central).
• Learning and Development Facilitator (NQF L5, 36 credits, 150 learners, Johannesburg Central).
• Service Provider Profile Must Provide:
• Proof of physical resources.
• Proof of human resources.
• Compliance with legal requirements (Occupational Health and Safety).
• Project Duration: Six (6) months, commencing after SLA signing. Training to be delivered in blocks of 50 learners starting monthly.
• Deliverables: Training, materials, assessment, certification, and catering (standard menu provided for learners).

• All pricing must be in South African Rand (ZAR) and inclusive of VAT.
• Submit a separate costing model per skills programme using the provided template. Do not modify the template.
• The costing model must include:
• Training costs (materials, assessment, certification).
• Admin expenses (travel, venue hire, catering) not exceeding 7.5% of the subtotal.
• Final total cost and cost per learner.
• Price must be final and signed.
• The 80/20 preference point system applies: 80 points for price, 20 for specific goals.

• Tax Compliance: Submit a valid SARS Tax Compliance Status PIN or Central Supplier Database (CSD) number. Foreign suppliers must comply with RSA tax obligations.
• B-BBEE: Submit a valid B-BBEE Certificate from a SANAS Accredited Verification Agency, a CIPC-issued certificate, or a sworn affidavit (for EMEs/QSEs) to claim specific goal points.
• Central Supplier Database: All suppliers must be registered on the CSD.
• Company Status: Companies in the process of CIPC de-registration, blacklisted, or on the National Treasury restricted database will not be considered.
• No sub-contracting is allowed.
• Joint ventures must submit a consolidated B-BBEE certificate for the bid.
• Proof of Public Liability Insurance is required prior to signing the SLA.

Detailed evaluation stages and scoring:

• Stage 1: Administrative Compliance – Submit SBD1, SBD4, GCC, and tax PIN.
• Stage 2 Phase A: Mandatory – QCTO Accreditation letter and Annexure A.
• Stage 2 Phase B: Functionality (100 points, minimum 70 to qualify):
• Bidder Experience (20 points): Reference letters for QCTO training.
• Project Implementation Plan (40 points): Detailed roll-out plan.
• Key Staff Experience (40 points): CVs for Project Manager, Facilitators, Markers, Moderators, Administrators with years of experience.
• Stage 3: Price and Specific Goals using the 80/20 system.
