• Submit the original bid, covering letter and all supporting documents in a sealed envelope clearly marked “Original Bid for WTE-0450 CS”.
• Envelope must be addressed to: Supply Chain Management Office, Bid Box – Entrance of Training Centre, Department of Water and Sanitation, Construction South, Clanwilliam Dam Site, Old N7 Route (coordinates 32°11’47.99’’S, 18°52’34.96’’E).
• Bids must be received no later than 11:00 am on 26 February 2026. Late submissions will be rejected.
• Use the official SBD forms supplied (SBD 1, SBD 3.1, SBD 4, SBD 6.1, etc.). Do not re‑type the forms.
• All blanks on the forms and annexes must be completed; the pricing schedule (Section 4) must be fully filled out.
• The bid must be signed by an authorised signatory. Provide a resolution or authorisation letter and, for joint ventures, the JV constitution and signatory authorisation.
• Attach the compulsory briefing attendance register and certificate of attendance.
• Disqualification risks: late delivery, incomplete forms, missing signatures/authorisation, failure to provide CIDB EP 2+ proof, missing tax compliance (SARS PIN/TCS), missing CSD number, or any conflict with state‑service personnel rules.

The bid will be assessed in four phases:

1. Mandatory Requirements – CIDB EP 2+ registration (proof of active listing or re‑registration application) and proof of attendance at the compulsory briefing (signed register and certificate).

2. Administrative Compliance – CSD registration, SARS tax clearance (PIN/TCS certificate), CIPC registration, valid B‑BBEE certificate (or affidavit), Good Standing letter from Compensation Commissioner, and letter of appointment of the authorised signatory.

3. Technical Evaluation & Specification Compliance – Submission of technical datasheets/brochures for the fibre‑optic cable, confirmation of compliance with the technical specification (Section 3.2.14), and signed declaration of compliance.

4. Preference Points (80/20 system) – Up to 80 points for price (lowest acceptable price receives full 80 points) and up to 20 points for specific goals (women, disability, youth ownership, local enterprise, B‑BBEE level 1‑2). Proof of each goal must be attached (full CSD report or B‑BBEE certificate). Failure to provide proof means the points are not awarded.

Scope: Aerial installation of fibre‑optic cable on 6 m and 9 m high poles, splicing and testing at the Namakwa BWS project (Northern Cape, Construction South). Requirements:

• Use corrugated steel‑sheath armoured single‑mode fibre (8 fibres, 1 GB bandwidth, 4 cores) as per DTIC local‑content thresholds.
• All labour, material, machinery and related services must be included in the bid.
• Provide technical datasheets/brochures for the cable and related equipment (Section 3.2.14).
• Compliance with the Department’s technical information and specification documents is mandatory.

• Pricing must be submitted on the prescribed Pricing Schedule (Section 4) and signed.
• Payments will be made by Electronic Funds Transfer.
