Preference points (20 points total) are allocated as follows:

• Ownership: 8 points for suppliers that are at least 51% Black-owned, Black female-owned, Black youth-owned, or owned by People with Disabilities.
• Company Size: 4 points for Exempt Micro Enterprises (EME) or Qualifying Small Enterprises (QSE).

Total evaluation: 80/20 preference point system (applicable to bids ≤ R1,000,000, VAT inclusive).

Specifications:

Pricing requirements:

• Provide a full cost breakdown for each item on official company letterhead.
• List all additional costs (e.g., delivery, installation) and conditions for applicability.
• All prices must be VAT inclusive (if VAT registered) and quoted in South African Rand (ZAR).
• No price changes will be accepted after PO issuance.
• Banking details on quotation and invoice must match CSD-verified payee name.

Mandatory compliance:

• Registration on Central Supplier Database (CSD).
• Valid Tax Clearance Certificate (TCC) or CSD number.

• CIDB Grade 1 SL or higher (for related construction works, if applicable).

• Delivery of goods is accepted at NRF-SAASTA reception during working hours: 07h45 to 16h00, Monday to Friday.
• Service providers must ensure NRF-SAASTA has a valid Tax Clearance Certificate (TCC) on file.
• After 14 days from RFQ closing date without a signed PO, consider the quotation unsuccessful.
