Submission Guidelines
Source: PSLE 1_2026 Advert.pdfSubmit bids using ONLY the official bid documentation provided by Drakenstein Municipality. Bids must: - Be placed in a sealed envelope clearly marked with tender number PSLE 01/2026. - Be deposited in Tender Box 1 in the foyer of the Civic Centre, Berg River Boulevard, Paarl, 7620. Box hours: Mon-Thu 08:00–16:45, Fri 08:00–15:30 (closed weekends/public holidays). - Remain valid for a minimum of 120 days after closing. - NOT be submitted via telegraph, phone, fax, email, or late. Failure to comply with submission rules (e.g., incorrect envelope marking, late submission, or wrong box) will disqualify the bid. Bids will be opened publicly at 10:15 on 26 February 2026 at the Civic Centre.
Evaluation Criteria
Source: PSLE 1_2026 Advert.pdfEvaluation follows the Preferential Procurement Regulations, 2022 (80/20 preference point system). Functionality is applicable: bidders must score a minimum of 45 points (75%) for functionality to proceed to preference points evaluation. The lowest or any bid may not necessarily be accepted. Council reserves the right to accept any part of a bid.
Compliance Requirements

No contract awarded to non-tax-compliant bidders at award date. - Must adhere to General Conditions of Contract (GCC) and special conditions for bidding. - Must meet relevant specifications as outlined in the tender document.
