Submit sealed bids clearly marked "APPOINTMENT OF CONTRACTORS FOR THE CLEANING AND REMOVAL OF REFUSE UNTIL 30 JUNE 2027" to the Municipal Tender Box at Dawid Kruiper Municipality, Civic Centre, Mutual Street, Upington, 8800, by 14:00 on Friday, 13 March 2026. Late bids will not be accepted. Only original signed documents are valid; fax or email submissions are not permitted. Complete all required forms: Summary of Items and Bid Price, MBD 1, MBD 4, MBD 6.1, MBD 7.1, MBD 8, and MBD 9. Incomplete, altered, or modified documents will be disqualified. Attach compulsory documentation: Proof of CSD registration and proof of vehicle registration. Bids must remain valid for 120 days from the closing date.

Bids will be evaluated using the Preferential Point Scoring System as per Dawid Kruiper Municipality’s Supply Chain Management Policy. The lowest or only bid will not necessarily be accepted.

Scope: Cleaning, collection, and disposal of waste in Upington, Louisvaleweg, Louisvale Dorp, Lesideng, Ntsikelelo, Leerkrans, Karos, Lambrechtsdrift, Raaswater, Kalksloot, and Melkstroom. Contractor must collect all illegally dumped waste in open areas, along roads, and between erven (excluding private erven) and dispose of it at the nearest waste disposal site. Contractor must assist the Municipality in preventing and prosecuting illegal dumping offenders. Responsibilities: Use a bakkie with cattle rails or a truck with a sail to prevent waste from falling off; vehicle must have a valid license and be roadworthy. Contractor is responsible for vehicle maintenance, fuel, and workers. Remove refuse once a week and dump it at the local landfill site. Keep all earmarked areas clean; monthly inspections will verify cleanliness before payments are made. Contract duration: 01 April 2026 to 30 June 2027. Municipality reserves the right to appoint one or more contractors per area.

Quote prices according to the price schedules and specifications. Prices must be valid for 120 days from the bid closing date, firm, and inclusive of VAT. All prices must include delivery, accommodation, and travel costs. Payment: Monthly, after invoice submission on the 25th of each month, with proof of cleanliness (photos). Fixed prices for the contract term; no escalation provided.

Bidders must be registered on the National Treasury’s Central Supplier Database (CSD) and submit proof. Tax compliance: Submit a Tax Compliance Status (TCS) PIN or CSD number. SARS must certify that the bidder’s tax matters are in order. No contract will be awarded to bidders with outstanding municipal rates, taxes, or service charges. Bidders must not be in the service of the state. For consortia/joint ventures, each party must submit separate TCS certificates, PINs, or CSD numbers. Foreign suppliers must complete the pre-award questionnaire if applicable. Submit Declaration of Interest (MBD 4) and other required forms.
