Hiring of tipper truck and tlb for 3-Day cleaning of cala landfill site

Submit bids by hand in a sealed envelope to: 15 Maclear Road, Elliot, 5460 (Reception) by 12:00 on 18 June 2026. Late bids will be rejected. Bids may not be faxed, couriered, or emailed. Envelopes must be clearly marked with: "Bid No: SLM/SCM/77/2025/2026 - HIRING OF TIPPER TRUCK AND TLB FOR CLEANING OF CALA LANDFILL SITE" and the bidder’s name and address. Bids will be opened in public immediately after the closing time. Required documents: Completed and signed MBD 1-9 forms, latest full CSD Report (not older than 3 months), rates clearance certificate (not older than 3 months), and lease agreement (if property is leased). Failure to submit any required document will result in disqualification. Bids must be submitted on the official forms provided and not re-typed. Corrections must be made by drawing a line through the incorrect entry, writing the correct entry above, and initialing the correction. No unauthorized amendments to bid forms are allowed.

Hire period: 3 days. Machinery required: 1x 4X4 TLB and 1x 10 Cube Tipper Truck. Scope of work: Remove and transport waste material, clear and level dumping areas, improve access within the landfill site, promote a cleaner and safer working environment. Service Provider responsibilities: Safety, repairs, refuelling, and maintenance of machinery; provide qualified and experienced operators; arrange accommodation for operators. Working hours: 08:00–13:00 and 14:00–16:30. Breakdowns: All breakdowns will be recorded, and time lost will be recovered from the Service Provider. Rates must include delivery to site and collection. SLM Community Services Manager will act as Project Manager for quality assurance and sign-off.

Bidders must provide details of similar past projects, including: description, contract value, employer name, contactable references, duration, nature of work, and completion date. Declaration of Interest (MBD 4) must be completed, disclosing any relationships with persons in the service of the state, past or present state employment, or conflicts of interest. Bidders in the service of the state or with unresolved conflicts may be disqualified.

SLM Community Services Manager will act as Project Manager, responsible for quality assurance and signing off the works. Inspection: Premises must be open for inspection by Municipality representatives at reasonable hours. If supplies/services do not meet contract requirements, they may be rejected, and the supplier must cover inspection costs and replace non-compliant items. Pre-bidding testing costs are for the bidder’s account. Municipality may arrange additional inspections during the contract period at its own cost if no initial requirements were specified.

Pricing must include VAT and cover delivery to site and collection. Submit pricing for: 1x 4X4 TLB for 3 days, 1x 10 Cube Tipper Truck for 3 days. Total bid price must be provided. Payment terms: Within 30 days of invoice submission. Rates are fixed with no adjustments allowed during the contract period.

Each party in a consortium/joint venture must submit separate TCS/PIN/CSD. Foreign suppliers must complete pre-award questionnaire. B-BBEE: Submit B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points. CSD: Submit latest full CSD Report (not older than 3 months). Rates Clearance: Submit municipal rates clearance certificate (not older than 3 months). If property is leased, submit lease agreement. No bids will be considered from persons in the service of the state or listed on the Register of Tender Defaulters. Declaration of Interest (MBD 4) must be completed and submitted.

Penalties: 10% of invoice amount may be withheld for non-delivery as specified. Termination: Municipality may terminate contract for default, insolvency, or corrupt/fraudulent practices. Supplier must notify purchaser of delays and may request extensions. Force majeure events may relieve supplier of penalties. Disputes: Resolved via mutual consultation, mediation, or South African court. Supplier liability is limited to contract price except for willful misconduct or criminal negligence. Contract governed by South African law and must be in English. Supplier must indemnify purchaser against third-party claims for patent infringement. Performance security may be required within 30 days of award.

80/20 Preferential Procurement Regulations 2022 system applies: 80 points for price (lowest bidder receives full points) and 20 points for specific goals. Specific goals breakdown: Woman Owned Company (2 points - submit CSD Summary or Certified ID Copy of Director), Black Owned Company (8 points - submit CSD and Rates Clearance/proof of residence), Locality (10 points for Sakhisizwe Local Municipality, 6 points for Chris Hani District, 4 points for Eastern Cape, 2 points for outside Eastern Cape, 0 points if no proof provided - submit CSD and Rates Clearance/proof of residence). Municipality reserves the right to accept any bid or part thereof and is not bound to accept the lowest bid.
