Submit bids using ONLY the official Ndlambe Municipality bid documentation.

• Hard copies: Collect from Supply Chain Management Office, 44 Campbell Street, Port Alfred, 6170 (office hours 08h00–16h00 from 11 June 2026). A non-refundable deposit of R140.26 (incl. VAT) applies; attach the original receipt to your submission.

• Submission method: Place completed tender documents, samples, and supporting documents in a sealed envelope marked “BID NAME”. Deposit in the Tender Box at the Supply Chain Management Offices, 44 Campbell Street, Port Alfred by 12h00 on the closing date.
• Late, unmarked, faxed, emailed, or incomplete submissions will be disqualified. Tenders will be opened at 12h05 on the closing date.
• Non-responsive bids include: submissions in more than one bidding entity, or bidders with interests (e.g., directorship, joint ventures) in multiple bidding entities.

Completed tender documents, samples, supporting documents, and externally endorsed documents must be:

• Placed in a sealed envelope marked “BID NAME”.
• Deposited in the Tender Box at the Supply Chain Management Offices, 44 Campbell Street, Port Alfred by 12h00 on the closing date.
• Tenders will be opened at the Supply Chain Management Unit at 12h05 on the same day.

Prices must be valid for at least 90 days from the closing date.

• Prices quoted must be firm and inclusive of VAT where applicable.
• Ndlambe Municipality reserves the right to accept the lowest bid, any bid, or part of a bid.

Mandatory documents to accompany bids:

• Original tax clearance certificate (SARS) OR tax reference number, PIN, or TCC number. Tax status will be verified against the Central Supplier Database (CSD).
• Evidence of company registration on the Central Supplier Database (CSD “MAAA” number).
• Completed forms:
• Declaration of Interest (MBD4).
• Certificate of Independent Bid Determination (MBD9).
• Declaration of Bidder’s Past Supply Chain Management Practices (MBD8).
• Municipal Billing Clearance Certificate (covering the company and, if applicable, its directors).
• Particulars of any contracts awarded to the bidder by an organ of state in the past five years, including details of material non-compliance or disputes.
• Statement indicating if any portion of goods/services will be sourced outside South Africa, and if any payment will be transferred out of the country.
• Failure to meet compulsory requirements will result in the bid being deemed non-responsive.

Hard copies of tender documents may be obtained from the Supply Chain Management Office (44 Campbell Street, Port Alfred) for a non-refundable deposit of R140.26 (incl. VAT). The original receipt must be attached to the submitted tender document.

Evidence of company registration on the Central Supplier Database (CSD “MAAA” number) must be provided.

The 80/20 or 90/10 preferential points system will be applied. The lowest acceptable tender determines which scoring system is used.

• Bidders claiming preferential points for Specific Goals under the Preferential Procurement Policy of Council and the Preferential Procurement Regulations, 2022, must submit Form MBD 6.1 and a certified copy of their B-BBEE status level of contribution.
