• Submit completed tender documents, supporting documents, and externally endorsed documents in a sealed envelope.
• Envelope must be clearly marked: “NOTICE 127/2026 – UPGRADE OF ROADS”. Unmarked envelopes will not be opened and bids will be disqualified.

• Submission deadline: 26 June 2026 at 12h00. Tenders will be opened at the Supply Chain Management Unit at 12h05 on the same day.
• Late, unmarked, faxed, falsified, incomplete, or emailed proposals will not be considered and will be disqualified.
• Prices must be valid for at least 90 days from the closing date.
• Bids for the four packages (A-D) will be evaluated individually. No bidder will be awarded more than one package. You may submit bids for multiple packages in a single tender document.
• Complete all required forms in the returnable document.

A Municipal Billing Clearance Certificate which covers, if applicable, both the company and its directors, must accompany all bids (a declaration form is included in the returnable document).

• Project scope: Construction of Road Base Layers, Stormwater, and Road Top Layer Works for Packages A to D.
• Package details:
• Package A: Upgrading of Atherstone Road Section 1a (Layerworks and Stormwater), 1400 linear metres.
• Package B: Upgrading of Atherstone Road Section 1b (Top Layer), 1400 linear metres.
• Package C: Upgrading of Atherstone Road Section 2 (Layerworks and Stormwater Top Layer), 1200 linear metres.
• Package D: Upgrading of Runeli (Layerworks, Stormwater and Top Layer), 1110 linear metres.
• Minimum CIDB grading required for all packages: 3CE or higher. For Package B, 2CE PE will also be eligible to tender.

• Functionality scoring includes: Company Experience (50 points) and Team Expertise (50 points).

• CIDB registration: All bidders must be registered with the CIDB with an Active status, or capable of being registered prior to evaluation, in a contractor grading designation equal to or higher than required.
• Joint venture requirements: Every member must be registered with CIDB; lead partner must have a contractor grading designation in the CE class; combined grading must meet requirements.
• Central Supplier Database (CSD): Provide evidence of company registration (CSD “MAAA” number). Tax status will be verified against CSD.
• SARS tax: Provide a SARS tax reference number and PIN.
• B-BBEE: To claim preferential points, submit completed form MBD 6.1 and certified proof of B-BBEE status level (affidavit or B-BBEE certificate with “true copy” stamp and signature).
• Required forms (in returnable document): Declaration of Interest (MBD4), Declaration of Bidder’s Past Supply Chain Management Practices (MBD8), Certificate of Independent Bid Determination (MBD9).
• Municipal Billing Clearance Certificate: Must accompany all bids, covering company and directors if applicable (declaration form included).

• To claim preferential points for Specific Goals, submit completed form MBD 6.1 and certified proof of B-BBEE status level.
• Acceptable proof: Affidavit commissioned by a Commissioner of Oaths, or B-BBEE Certificate with “true copy” stamp and signature.

• Required forms to complete: Declaration of Interest (MBD4), Declaration of Bidder’s Past Supply Chain Management Practices (MBD8), Certificate of Independent Bid Determination (MBD9).

• CIDB grading must be equal to or higher than required.
• Provide SARS tax reference number and PIN; tax status verified against CSD.
• Provide evidence of CSD registration (CSD “MAAA” number).
• Joint venture requirements: All members registered with CIDB; lead partner has CE class grading; combined grading meets regulations; indicate contribution percentages and leading company.

• Functionality: 100 points total, minimum 60 points to qualify.
• 80/20 preferential points system: 80 points for price, 20 points for Specific Goals.
• Award made per Municipality’s Preferential Procurement and Supply Chain Management Policies.
