Hard copies available from SCM Office, 44 Campbell Street, Port Alfred, 6170, from 11 June 2026 (08h00–16h00) at a non-refundable cost of R140.26 (VAT incl.). Attach original receipt if using hard copy. Completed tender documents, samples, and supporting documents must be placed in a sealed envelope marked “BID NAME” and deposited in the Tender Box at SCM Offices, 44 Campbell Street, Port Alfred by 12h00 on closing date. Tenders will be opened at 12h05 on the same day. Late, unmarked, faxed, falsified, incomplete, or emailed submissions will be disqualified. Bids must be submitted on Ndlambe Municipality-issued documentation only. Bids submitted in more than one bidding entity (e.g., directorship, JVs, or other interests) will be deemed non-responsive.

Prices must be firm, valid for at least 90 days from closing date, and inclusive of VAT where applicable. Ndlambe Municipality reserves the right to accept the lowest bid, part of a bid, or any other bid.

Mandatory documents: Original SARS tax clearance certificate OR tax reference number and PIN/TCC number (tax status verified against CSD). CSD registration evidence (CSD “MAAA” number). Completed forms: Declaration of Interest (MBD4), Certificate of Independent Bid Determination (MBD9), Declaration of Bidder’s Past Supply Chain Management Practices (MBD8). Municipal Billing Clearance Certificate (covering company and directors, if applicable). Bidders must declare: past contracts with organs of state (including non-compliance/disputes) and whether any portion of goods/services or payments will be sourced/transferred outside South Africa. B-BBEE: Submit MBD 6.1 form and certified B-BBEE status proof to claim preferential points. Non-compliance with compulsory requirements results in disqualification.

Bids will be deemed non-responsive if submitted in more than one bidding entity (e.g., directorship, joint ventures, or other interests). Award is subject to Ndlambe Municipality’s Preferential Procurement and Supply Chain Management Policies. Municipality reserves the right to accept the lowest bid, part of a bid, or any other bid. Bidders must declare past contracts with organs of state, including non-compliance or disputes, and disclose if any portion of goods/services or payments will be sourced/transferred outside South Africa.

Tax status will be verified against the Central Supplier Database (CSD). Evidence of CSD registration (CSD “MAAA” number) is mandatory.

The 80/20 or 90/10 preferential points system applies. The lowest acceptable tender determines the scoring system used. Bidders must submit MBD 6.1 and certified B-BBEE status proof to claim preferential points.
