• Tenders will be opened at the Supply Chain Management Unit at 12h05 on the same day.
• Late, unmarked, faxed, falsified, incomplete, or emailed proposals will be disqualified.
• Bids submitted in more than one bidding entity (including directorships, joint ventures, or other interests) will be deemed non-responsive.

Samples of the offered units, supporting documents, and externally endorsed documents must be placed in a sealed envelope marked "BID NAME" and deposited in the Tender Box at the Supply Chain Management Offices, 44 Campbell Street, Port Alfred, by 12h00 on the closing date. Tenders will be opened at 12h05 on the same day.

Bidders must: (1) Be registered on Central Supplier Database, (2) Have valid tax clearance or provide tax reference number and PIN/TCC, (3) Not have interests in more than one bidding entity (including directorships, Joint Ventures), (4) Complete all mandatory MBD forms, (5) Submit Municipal Billing Clearance Certificate, (6) Meet all compulsory requirements. Failure to meet any compulsory requirement results in non-responsive bid. Bidders who submitted in more than one bidding entity will be disqualified.

Prices must be valid for at least 90 days from the closing date.

• Prices quoted must be firm and inclusive of VAT where applicable.
• Ndlambe Municipality reserves the right to accept the whole or part of any bid and is not bound to accept the lowest bid.

Mandatory compliance requirements:

• Original SARS tax clearance certificate OR tax reference number and PIN/TCC number (tax status will be verified against CSD).
• Evidence of company registration on the Central Supplier Database (CSD "MAAA" number).
• Completed forms:
• Declaration of Interest (MBD4).
• Certificate of Independent Bid Determination (MBD9).
• Declaration of Bidder’s Past Supply Chain Management Practices (MBD8).
• Municipal Billing Clearance Certificate (covering the company and its directors, if applicable).
• Declaration of:
• Any contracts awarded to the bidder by an organ of state in the past 5 years, including material non-compliance or disputes.
• Whether any portion of goods/services will be sourced outside South Africa, and if any payment will be transferred out of the Republic.
• Bids will be disqualified if:
• Submitted by bidders with interests in more than one bidding entity (e.g., directorships, joint ventures).
• Compulsory requirements are not met.

Prices must remain valid for at least 90 days from the closing date.

• Ndlambe Municipality reserves the right to accept the whole or part of any bid and is not bound to accept the lowest bid.
• Bids will be deemed non-responsive if submitted by entities with shared interests (e.g., directorships, joint ventures).
• Award will be made in terms of the Municipality’s Preferential Procurement and Supply Chain Management Policies.

Tax status will be verified against the Central Supplier Database (CSD).

The 80/20 or 90/10 preferential points system will be applied. The lowest acceptable tender determines the scoring system used. Bidders must submit form MBD 6.1 and a certified B-BBEE status certificate to claim preferential points for Specific Goals under the Preferential Procurement Policy of Council and the Preferential Procurement Regulations, 2022.
