- CIDB grading of 2ep or higher is compulsory. Minimum 70/100 points in pre-qualification (functionality) to proceed to financial evaluation. - Mandatory documents: completed mbd 1-9 forms, latest csd report (<3 months), coida letter, CIDB registration proof, certified ID copies (<6 months), municipal clearance certificate or lease agreement, and joint venture agreement (if applicable). - Technical criteria: proof of 1-3+ prior high mast projects (<10 years old), qualified project manager (Diploma/N6 + trade test + 3 years’ experience), site supervisor (nqf level 4 + 3 years’ experience), and safety officer (3 years’ experience). - Required plant: crane truck (for dismantling/assembling) and 1x ldv, with proof of ownership or valid hire agreement. - Bids must be submitted in sealed envelopes to sakhisizwe municipal offices (15 maclear road, elliot) by 11 august 2026 at 12:00. Late, faxed, or emailed bids will be rejected. - Pricing must be in ZAR (inclusive of VAT), valid for 90 days, and evaluated on 80 points for price + 20 points for specific goals (e.g., Black/woman-owned, locality, disability). - Site visit and verification of the 40m mast condition are strongly advised before submission.

Required documents: fully completed and signed bid forms (mbd 1-9), latest csd report (not older than 3 months), certified ID copies of directors (not older than 6 months), coida letter of good standing, municipal billing clearance certificate or statement (not older than 3 months), and proof of residence for locality points. Joint ventures must submit signed agreements and all returnable documents for each partner. Use of tippex will disqualify the bid. Bid documents must remain intact and unbound/rebound documents may be rejected. Withdrawal of bids must be in writing and received before the closing date/time.
