• Failure to provide mandatory documents results in automatic disqualification; failure to provide essential documents may give the bidder a chance to submit them before a set deadline, after which disqualification applies.

Bidders are required to ensure that electronic bid submissions are done at least a day

before the closing date to prevent issues which they may encounter due to their

Transnet will not be held liable for any challenges experienced by bidders as a result

of their technical challenges. Please do not wait for the last hour to submit. A Bidder

can upload 30mb per upload and multiple uploads are permitted. Bidders may only

use alphabetical and/ or numerical characters in the file names of electronic

documents which are uploaded. Use of any other characters may result in the

documents being corrupted, for which TNPA takes no responsibility.

• Scope – Lease of 198.9 m² of land at Alkmaar Road, Port of Cape Town, for a period of up to 10 years.
• Proposed use – Storage/lay‑down activities (current use). Exclusions: hazardous chemicals, truck refuelling, fertilizer storage, dust‑mineral storage, staging of trucks, etc.
• Condition – Leased “as‑is” (voetstoots). The successful bidder must undertake any required refurbishment, repairs, upgrades or capital improvements at its own cost and ensure the premises are fit for the intended purpose and comply with all applicable laws.
• Beneficial occupation – May be negotiated; if required, the bidder must justify it in the Business Plan and will bear all property‑holding costs during that period.
• Inspections – Bidders must inspect the site before submitting a proposal; Transnet accepts no liability for any failure to do so.
• Environmental commitments – Bidders must provide a statement on waste disposal, recycling and energy‑conservation practices (Annexure 2 – Draft Environmental Management Plan).
• General obligations – Full responsibility for acts of employees, compliance with the RFP, and adherence to all relevant legislation (including the Employment Equity Act and security‑clearance requirements).

1. Evaluation Diagram – See Diagram 1 (Stages 1 to 7). The process may be conducted sequentially or in parallel at Transnet’s discretion.

2. Stage 1 – Test for Responsiveness – Administrative check (timely submission, signatures).

3. Stage 2 – Substantive Responsiveness – Presence of a priced rental offer and mandatory documents.

4. Stage 3 – Technical/Functional Scoring – Minimum threshold 66.67 % based on experience, business plan, market analysis, value‑add, maintenance and cash‑flow.

5. Stage 4 – Final Weighted Scoring – Rental price (80/90 points) and Specific Goals (20/10 points).

6. Stage 5 – Objective Criteria – Rotation, integrity, legal capacity, solvency, conflicts of interest, etc.

7. Stage 6 – Post‑Tender Negotiations – Negotiation with top‑ranked bidders if rental is not market‑related.

8. Stage 7 – Award – Letter of Award and execution of the final lease agreement.

• Minimum 2 years of experience in the proposed use (storage/lay‑down) with supporting evidence.
• Provide a company profile and at least two reference letters (not older than 5 years) from previous clients in a similar operation.
• Include a bank rating (A, B or C) issued within the last 3 months.
• Demonstrate a track record of successful projects and financial viability through cash‑flow projections and a detailed Business Plan.
• For joint ventures, submit a signed JV/consortium agreement stating the percentage split and responsibilities, or a written confirmation of intent if the agreement is not yet finalised.

• Complete the Rental Offer Summary table (Section 4) showing:
• Monthly rental per m² (exclusive and inclusive of 15 % VAT)
• Annual rental (exclusive of VAT) for each of the 5 lease years
• Escalation rate and total inclusive‑VAT amount.
• Ensure the annual escalation is incorporated in the total rental figure.
• All calculations will be verified by Transnet; any errors may lead to disqualification.
• Rental must be quoted in ZAR inclusive of VAT.
• Use the prescribed format; deviation may result in a non‑responsive bid.

• Rental Offer Schedule – Submit monthly and annual rental amounts (exclusive of VAT) together with the applicable 15 % VAT, escalation rate and total inclusive‑VAT figures for each of the five lease years (see Section 4 template). All figures must be in South African Rand (ZAR) and inclusive of VAT.
• Escalation – Annual escalation must be clearly shown in the rental offer.
• Price evaluation – Highest acceptable bid (Pmax) will be used in the scoring formula (see Evaluation Criteria). The highest‑priced bid receives the most points; however, if the price is not market‑related, Transnet may negotiate or cancel the RFP.
• Bid validity – 120 business days from the closing date; the bidder must keep the offer open for the entire period unless Transnet requests an extension under the same terms.
• Tax compliance – Submit a valid SARS Tax Compliance Status (TCS) PIN or printed TCS certificate. If no TCS is available, provide the Central Supplier Database (CSD) number. Failure to provide tax compliance documentation renders the bid invalid.
• B‑BBEE – Provide a valid B‑BBEE verification certificate or sworn affidavit (for EMES/QSEs) as required by the B‑BBEE Act.
• Financial capacity – Include bank rating (not older than 3 months) and cash‑flow projections with assumptions and mitigation measures for negative cash‑flows.

• Full legal compliance – The successful bidder must comply with all applicable South African laws and regulations.
• Employment Equity Act – Must meet the requirements of the Act, including Section 53.
• Tax compliance – Must be current with income tax, VAT and other tax obligations; provide TCS PIN/CSD number.
• Central Supplier Database (CSD) – All bidders (except foreign entities without a local entity) must be registered on the CSD before submission.
• Security clearance – Required at CONFIDENTIAL/SECRET/TOP SECRET level; the successful bidder must obtain and maintain the clearance.
• Integrity & probity – No collusion, no breach of the Integrity Pact (Annexure 6), and no adverse findings in the probity check.
• Confidentiality – All RFP information is confidential; any disclosure requires written Transnet approval.
• Disclaimers – Transnet may modify the RFP, reject non‑conforming bids, cancel the process, split the award, or place a bidder on the restricted‑bidders database for up to 10 years for serious breaches.

Provide a valid B‑BBEE verification certificate or sworn affidavit (for EMES/QSEs) as required by the B‑BBEE Act. Tick the appropriate box to indicate whether the certificate or affidavit is attached.

• All documents must be signed and dated by authorised persons before submission.
• Returnable documents listed in the Proposal Form (Section 5) must be included.
• Proposals are considered offers unless expressly stated otherwise.
