• Required returnable documents include: T2.2-1 Certificate of Attendance, T2.2-2 Previous Working Experience, T2.2-3 Delivery Lead Time, T2.2-4 Authority to Submit Tender, T2.2-12 CIDB SFU Annex G Compulsory Questionnaire, and others listed in T2.1.

• Evaluation follows a three-stage process: Functionality, Price, and Preference (80/20 system).
• Functionality minimum threshold is 70 points. Failure to meet this disqualifies the tender from further evaluation.
• Functionality is scored on two criteria:

1. Previous Working Experience (60 points): Score based on number of relevant past projects (0 to 4+ projects) with purchase orders and completion letters for 3kV DC traction transformer work.

2. Delivery Lead Time (40 points): Score based on proposed project completion time (8 to 12+ months) supported by a detailed Gantt chart.

• Price carries 80 points.
• Preference points (20 points) are awarded for:
• B-BBEE Level 1 or 2 (6 points).
• At least 51% black-owned entities (4 points).
• At least 30% black woman-owned entities (4 points).
• Local content for designated products (electrical cables, steel, transformers) (6 points).
• Tenders are only accepted if the tenderer is not listed on tender defaulters registers, has no conflicts of interest, and meets due diligence criteria.

• Scope: Design, supply, installation, testing, and commissioning of a 3kV DC traction substation equipment at Welgedag.
• The contract uses the NEC3 Engineering and Construction Contract.
• Detailed Works Information, Site Information, and Bill of Quantities are provided in the tender documents (Parts C3, C4, C2.2).
• Tenderers must submit schedules detailing equipment availability, site establishment requirements, risk elements, and capacity to meet the delivery schedule.

• Tenderers must submit three (3) years of audited financial statements (T2.2-20).
• Pricing must be submitted in the Bill of Quantities (C2.2).
• The tender offer validity period is 12 weeks after closing, with possible extension requested by Transnet.
• Transnet reserves the right to perform a risk analysis on tendered rates and amounts.
• All costs related to risk elements are deemed included in the tenderer's total price.

• Mandatory registration on National Treasury's Central Supplier Database (CSD). Provide your Supplier Number and Unique Registration Reference Number.
• CIDB Registration: Tenderers must be registered with the CIDB in a contractor grading designation of 6EP or higher. Joint Ventures must have all members registered, with the lead partner at least one level below the required class.
• Submit a valid Tax Clearance Certificate and TCS PIN from SARS.
• Submit a valid B-BBEE Certificate from a SANAS-accredited agency or a sworn affidavit confirming annual turnover and black ownership.
• Submit a Letter of Good Standing with the Workmen’s Compensation Fund (for the entity or each JV member).
• Complete and submit the CIDB SFU Annex G Compulsory Questionnaire (T2.2-12).
• Tenderers must declare if they have been convicted of a serious breach of law in the past 5 years (T2.2-14).
• Tenderers must not be listed on the Register of Tender Defaulters or Transnet's restricted list.
