• The closing date is 26 June 2026 at 11:00 AM. Late bids will not be considered.

• The successful bidder must sign a written contract form (SBD7).
• Your bid must include a completed Pricing Schedule (SBD 3.1) with firm prices.
• You must submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points.
• You must submit proof of tax compliance: either a Tax Compliance Status (TCS) PIN from SARS or a Central Supplier Database (CSD) number.
• If you are part of a consortium, joint venture, or using subcontractors, each party must submit separate tax compliance proof.
• You must complete and include the Bidder's Disclosure (SBD 4) and Preference Points Claim Form (SBD 6.1).
• Failure to provide any required documentation or comply with submission rules will render your bid invalid.

Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration. All bids must be submitted on the official forms provided–(not to be re-typed) or in the manner prescribed in the bid document. The successful bidder will be required to fill in and sign a written contract form (sbd7).

• Required items and specifications:

1. Notebook A5 (148x210mm): 160 pages, white lined, Navy Blue cover with VOCMA logo on left corner. Quantity: 1000.

2. The Curve ballpoint pen: Navy Blue with VOCMA logo on top. Quantity: 1000.

3. Promotional Bag: Navy Blue with VOCMA logo. Quantity: 1000.

4. Golf T-shirt: Cotton, white, with VOCMA logo on left chest. Quantity: 200.

5. Corporate Shirt (Male and Female): 100% cotton, white, with VOCMA logo on left chest. Quantity: 140 (70 male, 70 female).

6. Travel Tumbler (500ml): Navy Blue with VOCMA logo. Quantity: 300.

7. Water Bottle (Stainless Steel, 1L): Navy Blue with VOCMA logo. Quantity: 300.

• All items must be delivered to the DWS Upington Offices.

• Prices must include all taxes and delivery costs.
• Your offer must be valid for 60 days from the closing date.

• You must submit firm prices only. Prices subject to exchange rate variations or non-firm prices will not be considered.
• Your quoted price must include all applicable taxes (VAT, PAYE, income tax, UIF, skills levies) and all delivery costs.
• Use the provided Pricing Schedule (SBD 3.1) to quote a unit price and total bid price in RSA currency for each line item.
• Your bid price must be valid for 60 days from the closing date.
• You are responsible for ensuring your price covers all specified services and obligations; mistakes are at your own risk.

• Tax Compliance: You must be tax compliant. Submit your SARS PIN or a printed TCS certificate. If registered on the CSD but no TCS, provide your CSD number.
• B-BBEE: Submit a B-BBEE Status Level Verification Certificate or a sworn affidavit (for EMEs & QSEs) to qualify for preference points.
• Central Supplier Database (CSD): You must be registered on the CSD.
• Foreign Suppliers: If you are a foreign-based supplier, you must answer the questionnaire in the bid document. If you answer 'No' to all questions about presence in RSA, you do not need a SARS TCS PIN.
• State Employees: Bids from persons in the service of the state, or companies with directors/members who are state employees, will not be considered.
• Mandatory Declarations: You must complete the Bidder's Disclosure (SBD 4) declaring any state employment, relationships with procuring institution staff, or conflicts of interest.
• Anti-Collusion: You must declare that your bid was prepared independently without collusion.
• Authority to Sign: The person signing the bid must provide proof of authority (e.g., company resolution).

• To qualify for B-BBEE preference points, you must submit a B-BBEE Status Level Verification Certificate or a sworn affidavit (for EMEs & QSEs).

• The successful bidder will enter into a written contract (SBD7).
• The contract incorporates the bidding documents, General Conditions of Contract (GCC), and any Special Conditions of Contract.
• You accept full responsibility for fulfilling all contract obligations.
• You warrant that your bid is correct, covers all services, and that any pricing errors are your own risk.
• You declare no participation in collusive practices.
• Fraudulent claims can lead to disqualification, contract cancellation, cost recovery, restriction from public sector business for up to 10 years, and criminal prosecution.

• This bid is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, 2017, the General Conditions of Contract (GCC), and any other special conditions of contract.
• You must certify that your bid is independent, non-collusive, and that you have not consulted with competitors on prices, specifications, or market allocation.
• You confirm you have not been involved in drafting the tender specifications.

• You must be a registered supplier, providing company name and registration number.
• Foreign suppliers must declare if they are resident in RSA, have a branch, permanent establishment, income source, or tax liability in RSA.
• You must disclose if any director, trustee, shareholder, member, partner, or person with controlling interest is employed by the state.
• You must disclose any relationship with employees of the procuring institution.
• You must disclose any interest in other related enterprises bidding for this contract.
