Supply and delivery of 50kg cem ii/a-l 42.5N Local content cement bags for mzimvubu water project access road (eastern cape)

Supply and deliver 3000 bags of 50kg CEM II/A-L 42.5N cement to Mzimvubu Water Project – Access Road near Maclear, Eastern Cape (GPS: -31°07'19"S, 28°41'13"E) over a 9-month period. All sourcing, transport, loading, and operational costs must be included in bid rates. Delivery must commence within 14 days of receiving official DWS order.

Product Requirements:

• Cement must be locally produced/manufactured with 100% local content (dtic threshold).
• Must comply with SANS 50197-1 (CEM II/A-L 42.5N) and SANS 1491 (cement extenders).
• Must have SABS mark and NRCS Letter of Authority (submit copy within 5 days of request).
• Must be free-flowing, lump-free, and in unopened bags. Bags must be <30 days old from manufacture date and stored in cool, dry conditions.
• Temperature of fresh cement at delivery must not exceed 32°C. No damaged or open bags accepted.
• Weighbridge slip from manufacturer required upon delivery.

Delivery Requirements:

• Deliveries accepted Monday-Thursday, 06:30-15:15 (excludes Fridays 14:00-Mondays 06:30, public holidays, last Thursday/Friday of the month).
• Nominate a contact person for delivery scheduling with DWS.
• Non-compliant products will be rejected and must be removed within 48 hours at bidder’s expense.
• Ownership and risk transfer to DWS at point of signed delivery acceptance.

Vehicle Requirements:

• Vehicles must be suitable for transport (DWS may instruct repairs or replacement).
• No overloading per Road Traffic Act.

Scope of Work:

• Quantity required is estimated at 3000 bags but not guaranteed. Orders will be placed as needed.
• Payment will be made per load delivered to the site, monthly via EFT within 30 days of invoice approval. No cash, cheque, or upfront payments.

Pricing must be firm and all-inclusive (VAT, delivery, and all other costs). Submit completed SBD 3.1 Pricing Schedule with unit prices in Rand (R). Offer must be valid for 120 days from closing date. Prices are subject only to statutory changes (VAT, customs/excise levies with written proof). Include all costs for labour, plant, material, implements, vehicles, and operational/maintenance expenses. Payment terms: EFT within 30 days of approved invoice. No performance security required for this RFQ.

Mandatory Compliance:

• Registered on National Treasury’s Central Supplier Database (CSD) with valid CSD number.
• Tax compliance: Submit SARS Tax Compliance Status (TCS) PIN (apply via e-filing at www.sars.gov.za) or CSD-verified tax status. For consortia/JVs, each party must submit separate TCS/CSD proof.
• CIPC registration: Must be actively registered (verified via CSD/CIPC).
• B-BBEE: Submit certified B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points.
• Local Content: 100% local production/content for cement (dtic requirement). Submit Annexure C (Local Production and Content) and manufacturer’s letter confirming local production. Exemption from dtic required if local content cannot be met.
• NRCS Compliance: Cement must have NRCS Letter of Authority (submit copy within 5 days of request).
• SABS Standards: Cement must comply with SANS 50197-1 and SANS 1491 (SABS mark required).

Disqualification Risks:

• Non-attendance of compulsory briefing (10 June 2026).
• Incomplete/missing SBD 1, SBD 3.1, SBD 4, SBD 6.1, or Annexure C.
• Failure to submit B-BBEE certificate/affidavit or TCS/CSD proof.
• Non-compliance with local content or NRCS/SABS requirements.
• Bidders in service of the state (or directors/members in state service) are ineligible.
• Failure to provide proof of authority for bid signatory (e.g., company resolution).
