Scope of Services for the supply of Airship flight services for Radar Flight
Trials over a period of 2 years

1. INVITATION FOR PROPOSAL
Proposals are hereby invited that have a proven track record for the supply of Airship flight
services for Radar Flight Trials on an “As Required” basis over a period of 2 years.
The purpose of the Request for Proposal (RFP) is to obtain capability, pricing and general
information on the business of potential Contractors for the CSIR to determine the Contractor
most capable of providing the service.
This RFP document details and incorporates, as far as possible, the tasks and
responsibilities of the potential bidder required by the CSIR.
This RFP does not constitute an offer to do business with the CSIR, but merely serves as an
invitation to bidder(s) to facilitate a requirements-based decision process.
Responses to this Request for Proposal (RFP) (hereinafter referred to as a Bid or a
Proposal) are requested from suitably qualified entities with a proven track record
(hereinafter referred to as a Respondent or Bidder) for the provision of the required services
which complies to the requirements as described below.
The CSIR needs to perform functional and performance verification testing of airborne radar
sensors from time to time on an as required basis. Airship technology that provides a low-risk
environment for equipment and personnel is required to evaluate and demonstrate the
performance of Radar sensors.
The capabilities and services required from the supplier for this purpose is listed and
described further in Section 3.1 “Scope of Work”

2. PROPOSAL REQUIREMENTS
All proposals are to be submitted in a format specified in this enquiry However, bidders are
welcome to submit additional / alternative proposals over and above the originally specified
format.
2.1. Technical Proposal
The following must be submitted as part of the technical proposal:
a. Company profile describing
o Company structure and ownership
o Company capability and the number of years experience with the airship
technology
b. Detailed Technical Proposal must include:
o Specifications and description of the airship(s) available
o The proposed test site including exact location, features visible within 5km from
test site, infrastructure available at test site (Power, internet, personnel
environment)
o Safety certification and SACAA registration
o Breakdown of the services offered to the CSIR to conduct the required Radar
measurement/evaluation campaign with CSIR Radar Payload integrated with the
Airship
c. Contactable client references for the provision of required services.
2.2. Financial Proposal:
The following must be submitted as part of the financial proposal:
• Cover Letter.
• Completed Pricing Schedule (Annexure D) on official company letterhead.
• Valid CSD registration report.
• Provide a valid original or certified copy of B-BBEE certificate or valid sworn affidavit.

3. PROPOSAL SPECIFICATION
3.1. Scope of Work
The scope of work includes the following:
1. Provision of an easily deployable, unmanned remotely piloted Airship with its ground station
that is safety certified through SACAA with valid ROC registration with the minimum user
specifications as listed in the compliance matrix in section. 3.2:
a. Able to carry at least an 25 kg payload consisting of the Radar payload, batteries,
and auxiliary equipment.
b. Able to fly at an altitude of at least 200m above ground level
c. Able to survive wind speeds of up to 20 knots
d. Able to accurately repeat the same flight path within tolerance specified.
2. Provision of a Gigabit Ethernet data link for both data and control of the radar payload
a. Note that data rates can be adjusted but should achieve minimum of 40
mbits/second when flown in visual range of the operator station
b. Ideally a ground station link with a directional antenna that follows the airship should
be deployed to ensure both high bandwidth and the lowest risk of any interference
with other systems in the area
c. Radios should not be operated in the 5 GHz to 6 GHz range as this is the range
where the radars being tested operates
3. Provision of the following services are required (per flight test as agreed):
a. Design and manufacture the interface to mount the Radar to the Airship. (The
interface structure is assumed to be part of the Airship itself and not included in
Payload mass)
b. Flight safety verification and demonstration of the Airship with a representative
dummy mass for the payload
c. Verification testing of the Gigabit Ethernet communication interface
d. Installation of the Radar Sensor, batteries, Inertial Measurement Unit, etc to the
Airship and integration with communication link
e. Provision of required licenced pilot and other required personnel to execute a 3 day
measurement campaign where the performance of the radar as payload on the
airship will be evaluated under different conditions.
f. It will be the supplier's responsibility to:
i. Operate the airship

ii. Provide data link access to the radar
iii. Ensure flight safety and safe operation of the airship
iv. Execute various flight patterns as required including
1. Loitering in place
2. Flying a circular path
3. Flying along particular linear targets of interest
4. Executing the flight plans a different altitudes
4. Has access to a test site where the radar sensor capabilities can be evaluated.
a. Ideal test site will provide radar coverage of the following features within 5km from
test site: Train tracks, roads, agricultural activity, mountainous terrain, accessible to
deploy test targets such as corner reflectors.
5. Allow the CSIR to capture marketing material of the radar measurements
6. Provide access for CSIR personnel and a comfortable working environment for the 3 days
at the test site
