Returnable documents required (Stage 1 compliance):

Evaluation is conducted in four stages:

1. Compliance (Stage 1) – check for completeness of required documents; non‑compliant bids are disqualified.

2. Technical (Stage 2) – detailed analysis of capability against a 70 % minimum threshold. Scoring (total 100 points):

• Work‑related experience – 45 points
• CVs of team members – 45 points
• Approach, methodology, work plan – 10 points

Bidders scoring below 70 % are excluded from price evaluation.

3. Price & Specific Goals (Stage 3) – weighted 80 % price, 20 % specific‑goal points. Price points are calculated using the formula provided (PS = points for price, Pt = tender value, Pmin = lowest acceptable value). Specific‑goal points are awarded only if supporting documentation (CSD or sworn affidavit) is submitted for:

• Black‑Women‑Owned (max 4 pts)
• Youth (max 7 pts)
• Disabled People (max 5 pts)
• Military Veterans (2 pts)
• HDSA (2 pts)

Failure to provide proof results in 0 pts for that goal.

4. Verification & Recommendation (Stage 4) – verification of information, preparation of recommendation report, possible Best‑and‑Final‑Offer (BAFO) process, and final award.

Bids may be invited to present and clarify their proposals at any stage.

Scope: Undertake various technical studies on Portion 1 Klipfontein 344 HO (≈ 211 houses) in Boitumelong, Lekwa‑Teemane Local Municipality, and produce a comprehensive report.

Deliverables include:

• Project management and coordination mechanism
• Detailed methodology with timelines and data sources
• Phased work plan linked to budget
• Proposed project team and roles
• Evidence of experience of key staff and the company
• Oral and written presentations of findings

All studies must align with national standards and regulations and result in actionable remediation and infrastructure development plans.

Pricing must be submitted using the Pricing Schedule (Annexure 2, Volume 2/Envelope 2).

• Price evaluation follows an 80 % weight; the lowest acceptable tender (Pmin) is used to calculate price points.
• Specific‑goal points (20 % weight) are awarded only with supporting CSD or sworn affidavit.
• The bid is valid for 120 business days from the bid closing date.
• No explicit requirement for performance bonds or guarantees is stated in the document.

Basic compliance (Stage 1) – submit Letter of Good Standing, CSD report, and completed SBD 1, SBD 4, SBD 6.
