Scope: Supply, implementation, and support of end-user computing devices.

Device Requirements:

• Standard Laptop (190 units): 14" Touchscreen, Intel Core Ultra 5, 16GB DDR5 RAM, 512GB SSD, Windows 11 Pro, 3-Year NBD Onsite, includes Backpack.
• High Spec Laptop (30 units): 17" HD+ LED, Intel Core i9 (12th Gen), 32GB DDR5 RAM, 8GB GDDR6 GPU, 1TB SSD, Windows 11 Pro, 3-Year NBD Onsite, includes Heavy-duty Backpack.
• Technical Laptop (40 units): 15" Touchscreen, Intel Core i7, 16GB DDR4 RAM, 1TB SSD, Windows 11 Pro, 3-Year NBD Onsite, includes Backpack and RS232 to USB Converter.
• Traveller Laptop (10 units): 12" Touchscreen, Intel Core i7, 16GB DDR4 RAM, 512GB SSD, Windows 11 Pro, 3-Year NBD Onsite, includes Laptop Carry Bag.
• All-in-One Desktop (100 units): EliteOne 840 G10 or equivalent, Intel Core i5, 16GB DDR5 RAM, 512GB SSD, Windows 11 Pro, 3-Year NBD Onsite.

Monitor Requirements:

• 24-Inch Monitor (80 units): FHD (1920x1080), 250-350 nits, Anti-glare, HDMI.
• 32-Inch Monitor (1 unit): Min QHD (2560x1440), 250-350 nits, Anti-glare, HDMI.

Associated Services:

• Asset Tagging: 451 devices must be tagged per organisational standards prior to delivery.
• Software Imaging: 370 devices must be pre-loaded with approved organisational software images.

Bidders must provide:

• A structured delivery plan including timelines, milestones, logistics approach, and contingency measures.
• A detailed asset tagging methodology including format, numbering conventions, and placement.
• A description of software imaging capability, including tools, platforms, and quality assurance processes.

Bidders must provide at least three (3) reference letters from previous or current clients for End-User Computing and Support services. References must be from the last 5 years, on official letterheads, signed by an authorised representative, and include contact details for verification.

Quality assurance requires:

• Use of reliable imaging tools and processes to ensure consistency.
• Quality assurance processes to verify successful imaging, functionality, and compliance prior to delivery.

Pricing must be submitted via SBD 3.1. All costs including warranty, delivery, and pre-delivery services (tagging/imaging) must be included in the unit price. Budget amounts provided in the document are guides only; bidders must submit fair and reasonable costing.

Pricing must be submitted via SBD 3.1 using firm prices in South African Rand (ZAR).

Requirements:

• All costs (manufacturing, packaging, delivery, insurance, duties, warranty, and pre-delivery services) must be included in the unit pricing or clearly itemised.
• VAT must be indicated separately.
• Arithmetical errors will be corrected, but the unit price will prevail in case of discrepancies.
• Bids without a price or with incomplete pricing will be deemed non-responsive.

Mandatory Compliance:

• CSD: Registration on the National Treasury Central Supplier Database is compulsory; proof of registration or application must be provided.
• Tax: Valid SARS Tax Compliance Status (TCS) PIN required for the duration of the validity period.
• B-BBEE: B-BBEE certificate or sworn affidavit required for preference point claims.
• Professional Registrations: Proof of registration with professional bodies is required.
• OEM: Valid OEM authorisation or reseller certificate specific to the proposed products.
• Documentation: Signed Declaration of Interest and signed Invitation to Bid (SBD 1) are mandatory.

Preference points are allocated as follows:

• 10 points for 51% Black Ownership.
• 10 points for 30% Black Woman Ownership.
• Evidence required: CSD report, CIPC documents, shareholder certificates, ID copies, and B-BBEE certificate/sworn affidavit.

ATNS prioritises safety as non-negotiable as part of its core values.

ATNS mission includes ensuring economic, social, and environmental sustainability.

Contractual conditions include:

• Standard Terms and Conditions with a retention clause for non-satisfactory completion.
• Requirement for professional indemnity insurance.
• Confidentiality: All designs and documentation submitted by the bidder are treated as confidential.
• Termination: On termination, all project documentation and deliverables must be handed over to ATNS without right of retention.
• Variations: ATNS reserves the right to vary scope and terms with written notice.
• Contract Conclusion: Only valid when reduced to writing and signed by designated representatives of both parties.

The RFP is for the confidential use of participants. Recipients agree not to reproduce or disclose information without prior written consent from ATNS.

Bidders must be registered on the CSD and provide proof of registration. Bids must be concise, written in plain English, and follow the prescribed format to be considered for evaluation.

Evaluation is based on an 80/20 system (Price/Specific Goals) for tenders up to R50 million. The highest total score wins.
