• Submit one sealed envelope clearly marked with the bid title and number (01/FY/27) and place it in the Tender Box at ECPTA Offices, 17‑25 Oxford Street (Corner of Fleet & Oxford), East London no later than 11:00 am on 10 March 2026.
• Late, incomplete, unsigned, faxed or emailed bids will be rejected.
• Use the official bid forms provided (SBD 1‑4, 6.1, 7, etc.); do not re‑type the documents.
• Include all mandatory returnable documents: signed General Conditions of Contract, Bidder’s Disclosure (SBD 4), Joint Venture Declaration (if applicable), Authority to sign, proof of insurance, CSD full report, tax compliance PIN/TCS certificate, and any required licences.
• Provide proof of accreditation, pilot experience, company experience, equipment ownership, backup helicopter access, 4×4 support vehicle and fuel trailer ownership, and transformation plan.
• Failure to submit any required document in Stage 1 (administrative compliance) results in immediate disqualification.
• Bids are valid for 150 days from the closing date; a performance security (bank guarantee or certified cheque) must be furnished within 30 days of award.

Two‑stage evaluation:

Stage 1 – Administrative compliance (must meet all mandatory documents):

a) Accreditation – valid AOC, Class III Air Services Licence (H2/G10) and Operations Specification.

b) Pilot experience – minimum 2 000 hrs on R44 type, pilot licence, logbook extracts and three reference letters.

c) Company experience – at least three previous helicopter‑service contracts; provide client reference letters.

d) Equipment – proof of ownership of R44, backup helicopter access, 4×4 vehicle and fuel trailer registration.

e) Insurance – full hull insurance and passenger liability covering dangerous flying work.

f) Transformation plan – outline B‑BBEE contribution (skills development, job creation, etc.).

Stage 2 – Price and Specific Goals (80 % price, 20 % specific goals) scored per Preferential Procurement Regulations 2022. Use SBD 6.1 to claim specific‑goal points; required evidence includes CSD report, medical certificate, proof of address, and B‑BBEE ownership percentages. No evidence = zero points.

Only bidders passing Stage 1 proceed to Stage 2.

Scope: Provide approximately 1 140 helicopter flying hours over three years (fixed rates) for game census, research & monitoring, veterinary immobilisation, operational emergencies and ad‑hoc flights. Helicopter must be a well‑maintained Robinson R44 (Raven II) capable of carrying pilot + 3 passengers, equipped with ground‑to‑air radio, removable doors, portable GPS, 12 V power port, and be based within 200 km of Great Fish River Nature Reserve (centre S‑33.0516 E‑26.8276). Must have backup helicopter of same specification available within 24 hours. Provider responsible for helicopter maintenance, fuel logistics (sealed 200 L drums or bowser), and must have a 4×4 vehicle with robust trailer/bowser for fuel transport. Fuel to be sourced from Eastern Cape suppliers; maintain at least one day’s reserve. ECPTA will provide basic accommodation for pilot and two assistants; optional private accommodation at bidder’s cost. Timeframes: Game census June‑August, research year‑round, buffalo darting April‑May, other species April‑Sept, emergencies as needed. Ferry costs covered only if base is within 200 km; otherwise bidder bears cost.

Pricing to be submitted on SBD 3.1 price schedule; VAT must be shown separately and included in the total bid price. Price escalation for the full five‑year period (three‑year contract plus two‑year option) must be indicated. Payment: within 30 days of receipt of a tax invoice after supply/completion. Performance security (bank guarantee or certified cheque) to be provided within 30 days of award as per SCC. Bidders must be registered on the Central Supplier Database (CSD) and provide the full CSD report for the month of bid closing. All bids must remain valid for 150 days.

• Tax compliance – submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; each JV partner must provide separate TCS.
• Central Supplier Database – provide full CSD report for the month of closing.
• B‑BBEE – disclose ownership percentages for women, historically disadvantaged individuals, youth and disability; submit supporting CSD or CIPC documents to claim specific‑goal points.
• Transformation plan – detailed plan for training, job creation, small‑business promotion and CSR.
• Accreditation – valid Air Operating Certificate (AOC), Class III Air Services Licence (H2/G10) and SACAA Operations Specification.
• Insurance – full hull insurance and passenger liability covering dangerous flying work.
• No participation by persons in the service of the state or their close corporations.
• All required licences, registrations (helicopter, 4×4 vehicle, fuel trailer) and proof of ownership must be submitted.

Closing date: 10 March 2026 (11:00 am). Clarification requests must be submitted in writing no later than 5 working days before closing (by 3 March 2026). No clarifications accepted after 3 March 2026. Bid opening will occur publicly after the deadline.
