d) Equipment β proof of ownership of R44, backup helicopter access, 4Γ4 vehicle and fuel trailer registration.
e) Insurance β full hull insurance and passenger liability covering dangerous flying work.
f) Transformation plan β outline BβBBEE contribution (skills development, job creation, etc.).
Stageβ―2 β Price and Specific Goals (80β―% price, 20β―% specific goals) scored per Preferential Procurement Regulationsβ―2022. Use SBDβ―6.1 to claim specificβgoal points; required evidence includes CSD report, medical certificate, proof of address, and BβBBEE ownership percentages. No evidence = zero points.

Scope: Provide approximately 1β―140β―helicopter flying hours over three years (fixed rates) for game census, research & monitoring, veterinary immobilisation, operational emergencies and adβhoc flights. Helicopter must be a wellβmaintained Robinson R44 (Ravenβ―II) capable of carrying pilot +β―3 passengers, equipped with groundβtoβair radio, removable doors, portable GPS, 12β―V power port, and be based within 200β―km of Great Fish River Nature Reserve (centre Sβ33.0516β―Eβ26.8276). Must have backup helicopter of same specification available within 24β―hours. Provider responsible for helicopter maintenance, fuel logistics (sealed 200β―L drums or bowser), and must have a 4Γ4 vehicle with robust trailer/bowser for fuel transport. Fuel to be sourced from Eastern Cape suppliers; maintain at least one dayβs reserve. ECPTA will provide basic accommodation for pilot and two assistants; optional private accommodation at bidderβs cost. Timeframes: Game census JuneβAugust, research yearβround, buffalo darting AprilβMay, other species AprilβSept, emergencies as needed. Ferry costs covered only if base is within 200β―km; otherwise bidder bears cost.
Pricing to be submitted on SBDβ―3.1 price schedule; VAT must be shown separately and included in the total bid price. Price escalation for the full fiveβyear period (threeβyear contract plus twoβyear option) must be indicated. Payment: within 30β―days of receipt of a tax invoice after supply/completion. Performance security (bank guarantee or certified cheque) to be provided within 30β―days of award as per SCC. Bidders must be registered on the Central Supplier Database (CSD) and provide the full CSD report for the month of bid closing. All bids must remain valid for 150β―days.
