Submit the following returnable documents: SBD 6.1 (Preference Points Claim Form) as part of the tender. Ensure all required proof/documentation for preference points is included. Failure to submit required documentation will result in no preference points being awarded.

The tender is open to all registered companies/firms that can provide AI Training services. To claim preference points for specific goals, tenderers must provide documentary proof of: 1) Historically Disadvantaged Individuals status, 2) Women ownership/participation, and 3) Persons with Disability representation. Failure to submit required documentation will result in zero points being awarded for specific goals. Companies must comply with Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) and Preferential Procurement Regulations 2022.

Compliance with Preferential Procurement Regulations, 2022 is required. Tenderers must certify that claims for preference points are true and correct. Fraudulent claims may result in disqualification, cost recovery, contract cancellation, business restrictions, or criminal prosecution.

Must adhere to anti-corruption policies (no gifts/hospitality; report solicitation).

Must be tax-compliant (SARS confirmation).

HDI status (if applicable) must be substantiated (e.g., medical certificate for disability).

Scope: Provide Artificial Intelligence (AI) Training for 6 delegates over 2 working days (08:00 - 16:00 daily) in Gauteng Province, Pretoria Area. Service provider must provide venue, refreshments (tea and lunch), course materials, and examinations. Training must cover: Introduction to Artificial Intelligence; Automating Routine Administrative Tasks; AI Tools and Applications for Administrators; Virtual Communication and Meeting Support; AI for Document Management and Data Entry; Data Security and Ethical Use of AI; AI in Decision Making Support; Practical Applications and Case Studies; Developing a personalised automation plan. Service provider must be accredited with SETA, QCTO, or Higher Education and Training Authority. Certificate of attendance must be provided for each successful candidate upon course completion.

All prices must be VAT inclusive (if VAT registered) and quoted in South African Rand (ZAR). VAT vendors must include VAT in proposed prices - failure to do so means the quoted price will be deemed all-inclusive. Non-VAT registered providers who charge VAT will be automatically disqualified. Pricing must be completed only in the prescribed cost breakdown table - failure to provide pricing in this format leads to disqualification. Cost breakdown must include: AI Training for 2 days (6 delegates), Morning Tea and Lunch for 2 days (6 delegates), Training Venue for 2 days (6 delegates). No price changes accepted after official Award Letter or Purchase Order is issued. Payment occurs against official RAF Award Letter or Purchase Order signed by authorised RAF official.

Suppliers must be CSD registered - RAF will only conduct business with CSD registered suppliers. Tax matters must be declared in order by SARS. B-BBEE compliance applies under Preferential Procurement Policy Framework Act 2022. Points claimed for Preferential Procurement Specific Goals will be verified through CSD. HDI categories for preference points: historically disadvantaged South African citizens (no franchise pre-1983/1993 constitutions), females, and persons with disabilities (valid medical certificate required). Collusive behaviour results in disqualification. Multiple proposals from companies with common directors/shareholders not permitted - all involved companies will be disqualified. Service providers must not offer gifts, hospitality, or branded marketing material to RAF officials.
