Submit your quotation via email to [email protected] by 05 June 2026 at 23:30. Quotations must be typed on company letterhead and addressed to Modumo Maeco. Late submissions will not be accepted. Use official forms provided or follow the prescribed manner. Include all mandatory returnable documents; failure to do so will result in disqualification. Do not attempt to canvass any PRASA employee during the evaluation period, as this may lead to disqualification. Quotations must be enclosed in a sealed envelope if submitted physically.

Evaluation is based on a 80/20 preference point system: 80 points for price, 20 points for specific goals. Price scoring uses the formula: Ps = 80(1 − (Pt−Pmin)/Pmin), where Ps is the points scored, Pt is the bidder’s price, and Pmin is the lowest acceptable price. Specific goals: 10 points for B-BBEE Level 1 or 2 (valid certificate required), 10 points for at least 51% black women ownership (certified ID copies of owners required). Bids are first evaluated for administrative responsiveness (completeness, returnable documents, and formalities). Non-responsive bids are disqualified. Stage 1A (mandatory requirements) must be fully complied with to proceed to further evaluation. Stage 1B (other mandatory requirements) allows a 3-working-day grace period for missing documents; failure to submit may result in disqualification.

Scope: Supply and delivery of gas. Required items: Acetylene (50L/25B/8.6KG), Oxygen (50L/200B/8.14KG), Carbon Dioxide (43L/25.8KG), and cylinder rental per day (3 units). Delivery period: Suppliers must specify their earliest possible delivery period in working days from the date of order. All items must meet PRASA’s requirements, be fit for their intended purpose, and remain defect-free for at least one year from acceptance. Supplier must warrant the quality and fitness of items. Packaging and marking: Clearly mark consignments with supplier details and destination. Provide advice notes and detailed invoices referencing the order number.

Complete the attached Pricing Schedule Annexure strictly. Pricing must align with the Bill of Quantities (BoQ) if applicable. Use the provided format; deviation may result in a non-responsive bid. Provide a cost breakdown and indicate the price escalation basis and formula. Discounted prices are considered only in the final evaluation stage on an unconditional basis. Prices must be quoted in ZAR, inclusive of VAT (15%).

Pricing must be quoted in South African Rand (ZAR), inclusive of all applicable taxes (VAT 15%). Prices must be firm and clearly indicate the basis. Complete the attached Pricing Schedule Annexure strictly; deviation from the format may result in a non-responsive bid. Provide a cost breakdown and indicate the price escalation basis and formula. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with the top three bidders if the highest-scoring bid is not market-related. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. No payment is made for containers or packing materials unless otherwise stated.

Tax Compliance: Submit a valid SARS Tax Compliance Status (TCS) PIN. Apply via e-filing at www.sars.gov.za. If no TCS PIN is available but the bidder is registered on the Central Supplier Database (CSD), provide the CSD number. Each party in a consortium, joint venture, or sub-contractor must submit a separate TCS certificate/PIN/CSD number. Central Supplier Database (CSD): Bidders must be registered on the National Treasury’s CSD (https://secure.csd.gov.za/). Foreign suppliers with no local registered entity are exempt. B-BBEE: 10 points for B-BBEE Level 1 or 2 (valid SANAS-approved certificate or affidavit for JVs required). 10 points for at least 51% black women ownership (certified copies of owner IDs, not older than 3 months, required). Disqualification: Bids from state employees, companies with directors who are state employees, or close corporations with members who are state employees will not be considered. Bidders must disclose any Politically Exposed Persons (PEPs) or Prominent Influential Persons (PIPs) in their organization. False declarations may lead to disqualification or contract termination. Bidders must not be listed in the Register for Tender Defaulters or the List of Restricted Suppliers.

Supplier warrants that items meet PRASA’s requirements, are fit for purpose, and remain defect-free for one year from acceptance (unless otherwise stated). Supplier indemnifies PRASA against claims arising from negligence, infringement of rights, or breach of statutory duty. Subcontracting requires PRASA’s prior written approval; the successful bidder remains liable for performance. Governing law: Republic of South Africa. PRASA reserves the right to reject non-conforming bids, late submissions, or bids submitted to the incorrect venue. PRASA may cancel the contract if information provided by the bidder is found to be incorrect after award. Award is subject to PRASA securing funding. PRASA may cancel the RFQ if funding is not secured and is not liable for any claims, losses, or damages arising from funding failure. Bidders waive the right to institute proceedings against PRASA in such cases.
