Use the 'Form of Offer and Acceptance DPW-07(EC)' for submission. Submit all priced Bills of Quantities as part of the tender. Provide required security or documentation within 21 calendar days of the commencement date to avoid disqualification or default adjustments.

Scope: Construction of sanitation facilities at schools in the Eastern Cape under the SAFE Initiative. Governed by the JBCC Series 2000 Principal Building Agreement (Edition 4.1, March 2005) and JBCC Preliminaries Code 2103 (May 2005). Requirements: Maintain a copy of these agreements on-site at all times. Provide an acceptable health and safety plan in accordance with the Occupational Health and Safety Act, 1993, within 21 calendar days of the commencement date.

Pricing: Allocate costs into three categories: Fixed, Value Related, and Time Related. Security: For contract sums up to R1 million, a 5% payment reduction applies. For sums above R1 million, select one of the following within 21 days: cash deposit (10%), variable construction guarantee (10%), fixed construction guarantee (5%) + 5% payment reduction, or cash deposit (5%) + 5% payment reduction. Failure to select or provide security defaults to a 10% payment reduction. Payment terms: Interim payments are subject to percentage adjustments (90%-100%) based on completion stages and selected security option.

Comply with the Occupational Health and Safety Act and Construction Regulations. Adhere to clauses prohibiting corrupt and fraudulent practices. Maintain adequate insurance for: works damage, injury to persons, property damage, and high-risk area coverage (if applicable). Submit proof of insurance within 21 days of commencement if requested.
