Bidders will be disqualified if: 1) They fail to meet all mandatory technical requirements or submit required documents. 2) Their solution is encumbered by any Intellectual Property rights not transferable to SABS. 3) They make a misrepresentation on material facts. 4) They contact SABS personnel other than the designated contact ([email protected]) for enquiries, or engage in canvassing. 5) They are listed in the Register for Tender Defaulters or List of Restricted Suppliers.

• Scope: Supply, delivery, installation, or design, build, and automation of a female condom leak tester to replace outdated manual equipment.
• Purpose: Improve test result quality, turnaround time, volume of reports, reduce overtime, and support SANAS accreditation per SANS 25841.
• Key Technical Requirements: The system must be designed per ISO 25841 and WHO specifications. Must test a minimum of 4 condoms at a time. Requires compressed air supply at 6kpa and power supply of 220-240V, 50Hz. Equipment clamps must be adaptable to different female condom types.
• PC Specifications: Desktop equivalent to Dell OptiPlex 7010, HP, or similar. Windows 11 (64-bit), 12th Gen Core i7 processor, 8GB DDR4 RAM, 500GB SATA hard drive, 20-inch monitor.
• Installation: Must be compatible with South African supply: 220-240V 50Hz with 3-pin SA plug, 6kpa compressed air, K53-CK-6 coupling. Supplier must submit an installation certificate.
• Delivery & Commissioning: Delivered At Place (DAP) to SABS Head Office, 1 Dr Lategan Road, Groenkloof, Pretoria. Supplier responsible for delivery, installation, commissioning, and demonstration of functionality.
• Training: On-site training for 3 SABS personnel, including troubleshooting and safe operating procedures. Training manuals must be provided.
• Documentation: Supplier must provide calibration certificate, operating manual, wiring diagrams, source codes, drawings, safety data sheet, and software compatibility statement.
• Maintenance & Support: Required for 2 years, including scheduled inspections, preventative maintenance, 24/7 breakdown support, and calibration.
• Warranty: 24-month comprehensive warranty from date of commissioning, covering defects in materials and workmanship with on-site repair/replacement.

• Bidders must be experienced and reputable.
• Mandatory Technical Compliance requires submission of brochure/catalogue showing product meets specifications: minimum 4 condoms tested at once, 6kpa compressed air, 220-240V 50Hz power, design per ISO 25841.
• Functionality Evaluation awards points for Company Experience (track record of successfully delivering and commissioning a condom leak tester within past 5 years, proven by contactable reference letters).

• Use the Quotation Template (Appendix B) as a guide. Provide detailed pricing breakdown.
• Quote fixed prices in ZAR, inclusive of all taxes. Include forward cover if foreign currency involved.
• Line items: Female Condom Leak Equipment and PC, Delivery, Installation and Commissioning, Training (rate per person), Two-year Maintenance and Support, any other applicable costs.
• Submit subtotal, VAT (15%), and grand total.

• Use the provided Quotation Template (Appendix B) as a guide. Submit a detailed pricing breakdown.
• Quote fixed prices in South African Rand (ZAR), inclusive of all applicable taxes (VAT 15%).
• If foreign currency is involved, make provision for forward cover.
• Pricing must cover: Female Condom Leak Equipment and PC, Delivery to SABS Head Office, Installation and Commissioning, Training (rate per person), Two-year Maintenance and Support, and any other applicable costs.
• Maintenance and support costs must be broken down separately.

• Mandatory Documents: Submit all required appendices (A to N) including SBD forms, CSD report, B-BBEE certificate/sworn affidavit, tax clearance, and audited financial statements.
• Central Supplier Database (CSD): Registration is mandatory. Register at www.CSD.gov.za.
• Tax Compliance: Submit an original and valid Tax Clearance Certificate or SARS PIN.
• B-BBEE: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points.
• Intellectual Property: The bidder's solution must not be encumbered by any Intellectual Property rights. All IP developed transfers to SABS.
• Disqualification: Bidders who do not meet all RFP scope requirements, make misrepresentations, or have IP-encumbered solutions will be disqualified.

• Contract: Successful bidder must enter a formal agreement with SABS. SABS reserves right to amend clauses related to insurance, indemnity, guarantees, IP, service levels, tax compliance.
• No services may be rendered prior to signed agreement. SABS not liable for any costs incurred before agreement.
• Warranty: 24-month comprehensive warranty from commissioning, covering defects, parts, labour, on-site repair/replacement at no additional cost.
• Proposal Validity: Proposals valid for 120 days from submission. SABS may request extension in writing; bidder not obliged to extend.
• Intellectual Property: All IP rights on materials/processes developed transfer to SABS. Bidder must sign necessary transfer forms.
• Non-Disclosure: Bidder must sign and submit Non-Disclosure Agreement (Appendix C). Confidentiality obligations survive tender process termination.

• Functionality Evaluation Criteria (Stage 2): Scored 1-5 (Poor to Excellent). Criteria and weights: Company Experience/Track Record (30%), Approval by OEM (20%), Warranty Service (30%), Delivery Lead Time (20%). Minimum threshold to proceed is 75%.
• Preference Point System: 80/20 system applies (80 points for price, 20 for specific goals) as per Preferential Procurement Regulations 2022. Points for specific goals are claimed via SBD 6.1 form. Failure to submit proof means no points claimed.
