Scope of work:

• Repair and restoration of the sled machine (critical equipment for the SABS Automotive Lab).
• Optimize and set up the system according to dynamic test requirements of SABS 1080.
• Correct testing parameters to align with SABS 1080 standards.
• Ensure measured graphs meet the specified requirements of SABS 1080.

Context: The sled test machine is used for dynamic testing of safety belts in compliance with SABS 1080 standards.

Bidder qualifications:

• Must submit written confirmation of a 12-month warranty for the work.
• Must have a minimum of two (2) verifiable references for similar projects (repair of lab equipment).
• Must complete and submit Appendix A (List of Projects) to substantiate experience.

Quality and compliance requirements:

• Repair and restore the sled machine to operational condition.
• Optimize and set up the system for dynamic testing in accordance with SABS 1080.
• Correct testing parameters to ensure compliance with SABS 1080.
• Verify that measured graphs meet the required specifications of SABS 1080.

Pricing requirements:

• Total cost must be all-inclusive of VAT.
• Provide a detailed cost breakdown.
• Include transportation costs (if applicable).
• Include disbursements (if applicable).
• Fixed price required. For foreign currencies, provide for forward cover.

Evaluation:

• Only bidders meeting mandatory requirements will be evaluated on the 80/20 preference points system (price and specific goals).

Pricing requirements:

• Total cost must be all-inclusive of VAT.
• Provide a detailed cost breakdown.
• Include transportation costs (if applicable).
• Include disbursements (if applicable).
• Fixed price required. For foreign currency quotes, bidders must provide for forward cover.

Payment terms:

• No advance or upfront payments will be made.
• Payment will only be processed upon delivery of services/goods as agreed with SABS.

Bid validity:

• Quotations must remain valid for 120 days from the closing date.
• SABS may extend validity by 60 days via written notice (no bidder consent or amendments required).
• SABS reserves the right to request further extensions (in writing). Bidders are not obliged to accept extensions.

Mandatory compliance documents:

• National Treasury Central Supplier Database (CSD) registration report.
• Valid B-BBEE certificate or Sworn Affidavit (for EMEs/QSEs) to claim preference points.
• SBD 4 (Bidder’s Disclosure Form).
• SBD 6.1 (Preference Points Claim Form, Preferential Procurement Regulations 2022).
• Signed Non-Disclosure Agreement.

Additional notes:

• Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers.
• Tax Compliance Status (TCS) PIN or CSD number required for verification.
• Foreign suppliers must confirm residency, branch, or permanent establishment in South Africa for tax purposes.
• No bids will be considered from state employees, companies with directors who are state employees, or close corporations with members who are state employees.

Contract terms and conditions:

• No contract exists until a written agreement (SBD 7) is signed by both parties.
• SABS reserves the right to:
• Reject any submission not conforming to instructions/specifications.
• Select a bidder based on its own criteria or reject all bids.
• Discontinue the RFQ process at any time without liability.
• Extend bid validity periods (120 days initially, extendable by 60 days via written notice).
• Bidders are not permitted to amend quotations during validity extensions.
• SABS will not be bound by any terms in the bidder’s quotation.
• No advance payments; payment only upon delivery as agreed.
• SABS is not liable for bidder costs incurred during preparation/submission.

Confidentiality:

• All information in the RFQ and provided during the process is confidential.
• Bidders must sign a Non-Disclosure Agreement (NDA) covering all confidential information.
• NDA obligations last for 12 months from the date of signature.

Intellectual Property:

• SABS retains ownership of all intellectual property related to the service.

Dispute and fraud:

• Fraudulent claims or non-compliance may result in:
• Disqualification from the tender process.
• Cost recovery or damages claimed by SABS.
• Contract cancellation and damages.
• Restriction from public sector business for up to 10 years.
• Criminal prosecution.

Mandatory requirements (failure to meet results in disqualification):

• Submit written confirmation of a 12-month warranty.
• Provide a minimum of two (2) verifiable references for similar projects (repair of lab equipment). Complete and submit Appendix A (List of Projects).

Evaluation stages:

1. Mandatory requirements check: Only compliant bidders proceed.

2. Preference points (80/20 system):

• 80 points for price (lowest acceptable tender scores highest).
• 20 points for specific goals (B-BBEE ownership, gender, disability, etc.).

Note: Use SBD 6.1 to claim points and provide supporting documentation.
