Tenderer must provide evidence of experience in supplying Aluminium Sulphate or similar water treatment chemicals (sodium aluminate, ferric sulphate, ferric chloride, or liquid polymer solutions). Required deliverables: Aluminium Sulphate solution meeting specified standards, maintenance of dosing equipment, and submission of product samples for testing to Scientific Services Branch (off Jan Smuts Avenue, Athlone) between 08h30-15h30, attention: Dr Brendan Pearce or Hennie Kotze. Vehicles must meet capacity requirements for delivery (evidence via licence/registration, photos, or lease agreements). Maintenance team must include a qualified supervisor with documented experience.

Minimum functionality score: 70/100. Criteria: Track record in supply of Aluminium Sulphate or similar water treatment chemicals (max 20 points: <1 year = 0, 1-2 years = 5, 2-4 years = 15, >4 years = 20). Supply turnover of Aluminium Sulphate (max 40 points: <1000 tonnes/annum = 0, 1000-3000 = 10, >3000-5000 = 30, >5000 = 40). Vehicle capacity to deliver (max 25 points: <10 tonnes = 0, 10-20 tonnes = 5, >20-25 tonnes = 15, >25 tonnes = 20). Maintenance supervisor experience (max 15 points: <1 year = 0, 1-2 years = 5, 2-4 years = 10, >4 years = 15). Evidence required: Reference letters, contracts, invoices, CVs, certifications, vehicle licences/registrations, photos, or lease agreements. Joint Ventures must describe work allocation per party. Tenderers must provide samples of Aluminium Sulphate solution for testing to Scientific Services Branch (off Jan Smuts Avenue, Athlone) between 08h30-15h30, attention: Dr Brendan Pearce or Hennie Kotze. Samples must comply with tender specifications. Successful bidders’ samples will be retained by CCT for the contract duration; unsuccessful bidders may collect samples unless they are not returned due to testing. Tenderers must allow access to premises for inspections, tests, and analysis during working hours. All costs for testing and compliance are the tenderer’s responsibility.

Tenderer must comply with all pricing instructions in the Price Schedule (Section C.4). Pricing must cover all goods/services, obligations, and risks. Submit a completed Price Schedule with unit rates and totals. Arithmetical errors will be corrected by CCT: amounts in words govern over figures; line item totals govern over unit rates. Tenderers may be required to justify or amend rates deemed unreasonable (excessively low/high or unbalanced). Price scoring formula: Ps = 90 x (1 – (Pt – Pmin)/Pmin), where Pt = tender price, Pmin = lowest responsive tender price. Comparative prices may be adjusted for contract price fluctuations, exchange rates, or indices as per CCT’s method.

Mandatory compliance: Registration on City of Cape Town (CCT) Supplier Database and National Treasury Central Supplier Database (CSD) (https://secure.csd.gov.za). Tax Compliance: Valid SARS Tax Compliance Status PIN must be submitted with tender or to Supplier Management Unit. Each party in a Joint Venture must submit separate PINs. CCT will verify tax status via CSD or e-Filing; non-compliance may lead to rejection unless rectified within 7 working days. Occupational Health and Safety: Compliance with OHSA; Health and Safety Plan may be requested. No tenderer under SCM restrictions, insolvent, or with conflicts of interest will be considered.

Compliance with Occupational Health and Safety Act (OHSA) is mandatory. Tenderer must submit a Health and Safety Plan upon written request, demonstrating competencies and resources to deliver goods/services in accordance with OHSA, its Regulations, and CCT’s Health and Safety Specification. Tenderer must ensure all work, equipment, machinery, or plant used complies with OHSA. Subcontractors must also comply with OHSA conditions.

Contract period: 24 months from commencement date (not prior to 1 July 2027). Contract may be terminated if: (a) no longer a need for goods/services, (b) funds unavailable, (c) no acceptable tenders, (d) material irregularity, or (e) inability to negotiate market-related pricing. CCT may accept or reject any tender at any time before contract formation. Standby Bidder may be nominated for award if the contract is terminated. Two-envelope system may apply (technical and financial proposals). Contract price adjustments, performance security/guarantee, and insurance may be required (see Annexures A, C). Supplier must deliver securities, bonds, guarantees, and proof of insurance within 2 weeks of receiving the contract. Failure to do so constitutes a breach. Amendments to contract documents must be recorded in the Schedule of Deviations. Negotiations with preferred tenderers are permitted but must not disadvantage other tenderers or lead to higher prices.

90/10 price-preference system. Price (90 points): Scored using Ps = 90 x (1 – (Pt – Pmin)/Pmin). Preference (10 points): Based on Specific Goals. Expenditure: >15% = 3 points, >10-15% = 2 points, >=5-10% = 1 point, <5% = 0 points. Profit: >5% = 3 points, >3-5% = 2 points, >=1-3% = 1 point, <1% = 0 points. Functionality (minimum 70/100): Track record (20), supply turnover (40), vehicle capacity (25), supervisor experience (15). Only responsive tenders (meeting all conditions, specifications, and sample requirements) are evaluated. Bid Evaluation Committee scores functionality individually, then averages scores. Risk analysis includes financial offer reasonableness, unit rates, tenderer’s ability to fulfill obligations, and compliance verification.
