Submissions must be made via the National Treasury E-tender portal (https://www.etenders.gov.za/). Bidders must search for the RFQ by reference number, expand the information, and follow the e-submission process using CSD credentials. All quotes must be in PDF format (MS Word, Excel, or images are not accepted) and presented on company letterheads.

The tender follows an 80/20 preference point system, where 80 points are allocated to price and 20 points to specific goals as per the PPPFA 2022. Bidders must submit a valid B-BBEE certificate or sworn affidavit to claim points for specific goals.

The scope involves the supply and delivery of electrical supplies. Bidders must provide brand names where required, as well as any relevant datasheets, reference letters, or proof of certification/accreditation if specified in the BOQ.

Total quotation value must include all applicable taxes. No specific bonds or financial guarantees are mentioned, but compliance with Johannesburg Water's supply chain policy is required.

Mandatory documents include: 1) Original valid Tax Clearance Certificate or SARS PIN; 2) Valid B-BBEE certificate or compliant sworn affidavit; 3) Municipal rates and taxes statement (not older than 90 days); 4) Completed MBD 4 (Declaration of Interest); 5) Completed MBD 8 (Declaration of Bidders past SCM practices); 6) Completed MBD 9 (Certificate of Independent Proposal Determination); 7) Proof of CSD registration; 8) Completed MBD 6.1 (Preference points claim form); 9) Company registration documents with ID copies of directors/shareholders. Bidders must not be in the service of the state or blacklisted by National Treasury.
