Submit proposals in a sealed envelope to the PRASA tender box at the main entrance of PRASA House, Ground Floor, Shosholoza Meyl Junction, Cnr Leyds and Simmonds Street, Braamfontein, 2001. The envelope must be clearly marked with the RFP number (61/05/2026/GAU-(ELC)), description, and closing date/time. Late submissions will be disqualified.

Evaluation follows a multi-stage methodology including technical and financial proposals. PRASA reserves the right to negotiate market-related prices with the highest-scoring bidder or initiate a Best and Final Offer (BAFO) process if no proposals meet requirements or affordability standards.

Pricing must be submitted using the provided Pricing Schedule (Annexure 4). Performance and bid bonds may be applicable. PRASA will not reimburse any preparatory costs. Bidders must be prepared to provide annual financial statements for due diligence if requested.

• Contractor must be able to mobilise resources promptly for ad‑hoc maintenance tasks as dictated by PRASA.

• Mandatory CIDB contractor grading of 7 EP or higher (only contractors with this grading are eligible).
• Preference points are offered to contractors meeting the 7 EP grading requirement.

Scope: Major maintenance of 3kV Overhead Traction Equipment (OHTE) and transmission lines (44kV, 11kV, and 6.6kV) in the Gauteng region on an 'as and when required' basis for 36 months. Key deliverables: Supply and delivery of uniforms and Personal Protective Equipment (PPE). Standards: Must adhere to PRASA Specification E4E (2004) and Specification E7/1 (2012) for works on, over, under, or adjacent to railway lines and near high voltage equipment. Additional requirements: Works must be executed in accordance with Good Industry Practice and detailed Scope of Works (Annexure B). Contractor must ensure adequacy, stability, and safety of all site operations, construction methods, and works.

Contract duration: 36 months. Performance bond: 10% of the contract sum, issued by a South African bank (unconditional and on-demand). Payment terms: Payments are linked to the Project Manager's payment certificate. Contractor must pay subcontractors within 7 days of receiving payment from the Employer. Mobilisation fee: Not applicable for this contract. Contract Sum: As set out in Clause 24.4.

Submit a completed Tender Form (Form C). Tender validity period: minimum 90 days from closing date. If awarded: sign formal contract within 7 working days of notification; provide documentary proof of Workmen’s Compensation, securities, and insurance within 30 working days of award. Disqualification risks: failure to enter into contract, failure to provide required security, or non-compliance with RFP material terms.

Scope: Major maintenance of 3kV OHTE and transmission lines (44kV, 11kV, 6.6kV) in Gauteng for 36 months on an 'as and when required' basis. Deliverables include: supply/installation of feeder wires (Al/Cu), contact wires, droppers, insulators, steel masts (64KN/84KN), foundations, cross spans, cantilevers, steady arms, and transmission line components (phase/earth wires, surge arresters, motor-operated disconnect switches). Additional tasks: vegetation cutting, tree felling, signage installation, and testing/commissioning.

• Attach proof of authority to sign the bid (e.g., board resolution).
• Bidders must be registered on the Central Supplier Database (CSD) and upload mandatory information (business registration, director details, tax status, banking details).
• B‑BBEE certificate or sworn affidavit must be submitted with the bid.
• Attendance at the compulsory pre‑tender briefing (26 May 2026, 10:00) is mandatory; non‑attendance results in disqualification.
• Bids may be submitted after 13 June 2026 when documents are available on the National Treasury e‑tender portal.

• Scoring uses the 80/20 preference point system (total 100 points).

– 80 points for price (lower price = higher points as per formula).

– 20 points for B‑BBEE status level of contributor (points allocated according to B‑BBEE level table).

• Minimum price threshold and lowest acceptable tender price are used to calculate price points.
• B‑BBEE points are only awarded if a valid B‑BBEE certificate or sworn affidavit is submitted.
• The purchaser may request substantiation of any claimed preference points at any stage.
• Failure to provide required B‑BBEE evidence results in zero B‑BBEE points.
