Evaluation occurs in two stages: 1. Functionality (minimum 70/100 required to proceed): - Proposal (25 points): Accuracy, quality, completeness (5); Demonstrates understanding of scope (15); Detailed and realistic work plan (10). - Past Experience (30 points): Review of existing databases/systems (15); Development of specification documentation (15); Relevance of similar projects and references (15). - Team Capacity & Capability (25 points): Qualifications/training (5); Specialist skills/knowledge (10); Experience in similar work (10). 2. Price and Preference (80/20 system): - Price: 80 points. - B-BBEE Status Level: 20 points (maximum).

Scope: Business Analyst for Activity 1.2.1 of GEF-funded project (national wildlife trade monitoring system). Key tasks: - Conduct needs assessment for a centralised monitoring system for traded wildlife (priority species: rhino, lion, leopard, cheetah, elephant). - Review existing national/international systems (e.g., SMART, C-More, provincial systems, IUCN specialist group systems). - Develop specifications for the proposed system, including: Information architecture, software/hardware requirements, data capture protocols, security considerations, user database management, and tiered access controls. - Provide cost estimate for system development. - Inform governance, change management, and capacity development solutions. Deliverables: - Draft needs assessment report. - Short report on CITES e-permitting system. - Final list of systems to investigate and work plan. - Report on current systems, their specifications, and lessons learned. - Final needs assessment and specification document. - Cost estimate for system development. Competencies required: - Business Analyst expertise in databases/information systems (preferably biodiversity sector). - Information Architecture skills (advantageous). - Ability to work independently, conduct interviews, and synthesise information. - Excellent writing and communication skills. Contract duration: 6 months (110 professional days).
