Supply and delivery of agricultural inputs for LED projects, including: Boiler Feeds (Starters 50kg, Finisher 50kg, Growers 50kg), Chicks (5000 units), Seeds (Beans 50kg, Maize 50kg), Fertilizers (50kg), Tools (Brush Cutter F.S230, Chainsaw 5.9kg kw 3.2), and Fencing Materials (Barbed Wire 270m, Bannox Wire 100mm, Poles 1.8m). Quantities and unit specifications are as listed in the pricing schedule. Bidders must provide relevant experience with reference letters.

Bidders must provide: relevant experience with reference letters, a certified current municipal account (water, electricity, rates, taxes) not older than three months or a lease agreement, and certified copies of identity documents of directors and owners. Competitors are defined as any individual/organization in the same line of business or with similar qualifications.

Pricing schedule must list all items with unit descriptions, quantities, unit prices, and totals. Items include Boiler Feeds (Starters, Finisher, Growers), Chicks, Seeds (Beans, Maize), Fertilizers, Tools (Brush Cutter, Chainsaw), and Fencing Materials (Barbed Wire, Bannox Wire, Poles). Subtotal, VAT, and total bid offer must be clearly indicated.

Submit a completed pricing schedule with unit prices and totals for all listed items. Prices must cover all obligations, and errors in pricing or calculations are the bidder's risk. Payment terms: within 30 days after receipt of invoice. Bidders must confirm they have no municipal rates/taxes in arrears for more than three months. For bids above R10m, audited three-year Annual Financial Statements (AFS) are required. VAT registration number must be provided.

Mandatory documents to submit: Central Supplier Database (CSD) registration report (detailed) to claim Special Goals, valid company registration document, SARS Tax Compliance Status (TCS) PIN or Tax Clearance Certificate, Certified B-BBEE Certificate (from a registered accountant) or original Sworn Affidavit from Commissioner of Oath, certified current municipal account (water, electricity, rates, taxes) not older than three months or lease agreement, certified copies of identity documents of directors/owners. No awards will be made to: persons not registered on CSD, persons in the service of the state, entities with directors/shareholders in the service of the state, or advisors/consultants contracted with the municipality. Bidders must complete all Municipal Bidding Documents (MBDs) and the Certificate of Independent Bid Determination (MBD 9). Failure to comply with any condition will result in immediate disqualification.

Certified B-BBEE Certificate from a registered accountant is required, or an original Sworn Affidavit from the Commissioner of Oath. B-BBEE status will be verified for preference points under Specific Goals.

Contract terms include clauses on payment (within 30 days of invoice receipt), prices, contract amendments, assignment, subcontracts, delays, penalties, termination for default/insolvency, Force Majeure, dispute settlement, liability limits, governing language (English), applicable law, notices, and taxes/duties. Performance security, inspections, tests, packing, delivery, insurance, and transportation are also covered. The municipality reserves the right to terminate for non-performance or fraudulent conduct. Contract price covers all obligations, and errors in pricing are the bidder’s risk.

The municipality reserves the right to: accept any bid or part thereof, withdraw the invitation to bid, re-advertise, reject any bid, or accept the highest-scoring bid. The municipality is not obligated to accept the lowest bid or provide reasons for its decisions.

Bids will be rejected if the bidder or any director is in the service of the state or has non-compliant tax matters. Tax compliance (SARS TCS PIN or Tax Clearance Certificate) is mandatory.

Bids are evaluated on 80 points for price and 20 points for Specific Goals (Previously Disadvantaged Individuals, Women, Disabled, Youth, Local Labour). The lowest acceptable tender price (Pmin) determines the price points for all other bids.
