Evaluation stages: 1) Administrative and compliance (disqualification for missing documents: SBD1, SBD4, SBD6.1, CSD registration, pricing schedule, electronic copy). 2) Mandatory requirements (e.g., professional accreditation with SABPP/IPM/CHRO). 3) Functionality (70% minimum threshold required to advance): Criteria include skills/resources (15%: CVs of key personnel, years of experience, qualifications), work performance (35%: 7+ relevant projects in last 10 years with reference letters), and methodology/case studies (50%: responses to 8 HR service areas with Portfolio of Evidence). 4) Price and preference points (80/20 system): 80 points for lowest price, 20 points for B-BBEE goals (e.g., 51%+ black ownership = 5 points, EME/QSE = 4 points). Only bidders scoring ≥70% in Stage 3 proceed to Stage 4. Pricing: Fixed rates for 3 years; Part A (recruitment/executive search) and Part B (hourly rates for psychometric, ER, etc.). Additional ad-hoc services invoiced separately.
Scope: Appointment to a 3-year panel for HR services (as-and-when required, rotational basis). Services include: 1) Head hunting/recruitment (advertising, sourcing, screening, placement, vetting). 2) Psychometric & competency assessments (profiling, tools, reports, action plans). 3) Employment relations (capacity building, policy development, expert advice). 4) Organisational effectiveness (design, job evaluation, development). 5) Total remuneration & reward (benchmarking, reviews). 6) Strategy development (alignment, facilitation). 7) Learning & development (framework, training, talent management). 8) Ad-hoc services (criminal checks, ID verification, etc.). Bidders must demonstrate end-to-end HR value chain expertise. OPFA may use internal processes alongside panel services.
Pricing format: Fixed rates for 3 years. Part A: Recruitment/executive search (placement fees based on cost-to-company brackets, e.g., ≤R250,000, R250,001–R350,000, etc.). Part B: Hourly rates for services (e.g., psychometric assessment: 150 hours, employment relations: 200 hours). Part C: Additional ad-hoc rates (e.g., criminal checks, ID verification). Payment terms: Fees paid only for successful placements; pro-rata for short-term contracts (<12 months). Prices must be comprehensive and firm. VAT-exclusive pricing required; total incl. VAT must be specified in words. Price negotiation may occur if the highest scorer’s price is not market-related.
Mandatory: CSD registration (proof required). Tax compliance: SARS TCS PIN or CSD number (each party in consortia/joint ventures must submit separately). B-BBEE: Certificate or sworn affidavit (EMEs/QSEs) to claim preference points. Professional registration: Valid copy of accreditation with SABPP/IPM/CHRO for company or directors. Additional: Sworn declaration and proof of pension/provident fund contributions (not in arrears) or confirmation of non-participation. Disqualification: Bidders in state employment, listed on Tender Defaulters Register, or Restricted Suppliers List.
