• Human resources – CV of main architect (≥7 yrs = 15 pts) and substitute architect (≥5 yrs = 10 pts) – total 25 pts.
• Proximity – proof of office location; ≤100 km from site = 30 pts, >200 km = 20 pts. Total technical maximum = 55 pts.
• Price – 80‑point preference system: Ps = 80 × (1 – (Pt / Pmin)).
• Specific B‑BEE goals – up to 20 points (EME/SME 51 % Black = 10 pts, 51 % Black = 5 pts, 51 % Black women = 3 pts, Black youth = 2 pts).
• Overall score = technical + price + specific goals (max 100 pts).

Scope: Provide architectural services for the Platfontein building extension (stages 1‑6).

• Design and planning of new administration building and integration with existing studio block.
• Concept development, detailed architectural drawings, compliance with zoning, building codes and safety regulations.
• Project management of construction, coordination with civil engineers, landscape architects, urban planners, and other consultants.
• Review existing feasibility and geo‑technical studies supplied by SABC.
• Sustainable design practices, eco‑friendly materials and energy‑efficient systems.
• Client presentations with BOQ and obtain necessary permits.
• Deliverables: design concepts, detailed plans, project schedule, BOQ, regulatory approvals.
• Duration: 18 months (1 year 6 months) from contract start.
• Location: SABC Platfontein Office, Northern Cape.

• Pricing must be submitted in a separate PDF attachment from the technical response.
• Price points calculated using the 80/20 formula: Ps = 80 × (1 – (Pt / Pmin)).
• Preference points for specific B‑BEE goals (max 20 pts) are added to the price score.
• No bond or guarantee is explicitly required in the RFQ.
• Payment terms: SABC will pay within 60 days of receipt of a valid invoice after services are rendered.

Mandatory documents:

• Valid B‑BEE certificate (SANAS‑accredited) or affidavit.
• Certified copy of company registration (CIPC) showing name, registration number, date and active directors/members.
• Certified copies of shareholders’ certificates and ID documents of directors/members.
• All above must be included; failure results in automatic disqualification. Additional compliance:
• No contracts awarded to entities with unresolved tax matters, invalid TV licence, or not registered on CSD.
• Restrictions on former SABC employees (12‑month cooling‑off) and dismissed employees (5‑year ban).
• Blacklisted or restricted suppliers are disqualified.
• Financial stability assessment will be performed; failure leads to disqualification.
