1. Compliance with mandatory requirements (CIDB grading, submission of all returnable documents, signed forms). Failure at this stage leads to automatic disqualification.
2. Reference letters – assessment of five (5) client reference letters for similar construction/repainting/ waterproofing projects (must be signed, dated, and traceable).
3. Price – evaluated using the 80/20 preference point system (80 points for price, 20 points for specific goals). The lowest acceptable bid receives the full 80 price points; other bids are scored using the formula Ps = 80 × (1 – (Pt‑Pmin)/Pt).
4. Preference / Specific Goals – up to 20 points awarded for claimed B‑B‑BEE specific goals (black ownership, women ownership, youth ownership, disability ownership) as detailed in the Preference Points Claim Form.
The total Tender Evaluation Value (TEV) = Price points (NFO) + Preference points (NP). The highest TEV wins, provided the bidder meets all mandatory and compliance requirements.
