Scope: Panel of Building Contractors for a period of 3 years. CIDB Grading: 3 GB to 8 GB required. Contract falls under EPWP (Expanded Public Works Programme) and involves labour-intensive construction. Works must maximise use of local labour. Contractor must comply with Occupational Health and Safety Act and Construction Regulations 2003. Health and Safety Plan must be submitted with tender. Contractor must provide full insurance cover. Key Personnel Requirements (varies by CIDB grading):

• Contract Manager: 5-15+ years experience in building works, NQF Level 5 LIC qualification.
• Site Agent: 5-10+ years experience in building works, NQF Level 5 LIC qualification.
• Health and Safety Officer: 3-7+ years experience, SAMTRAC qualification.

Project Experience:

• 3-4 GB: 1-3 completed building projects ≥ R2M each.
• 5-6 GB: 1-3 completed building projects ≥ R4M each.
• 7-8 GB: 1-3 completed building projects ≥ R6M each.

Plant/Equipment: Proof of ownership (NATIS certificates) or hiring agreements for: Grader, Water Tanker, Excavator, Tipper Truck, TLB (1 point per item).

Methodology: Preventative approach with works programme and cash flow projection (max points).

Bid Bond: Form of Guarantee (C1.3) required. Performance Bond: Letter of intent from approved insurer must be submitted. For tenders exceeding R10 million (inclusive of VAT), submit: audited annual financial statements for 3 years (or since establishment), certificate confirming no undisputed municipal service debts overdue by >30 days, and details of past state contracts. Payment terms: Contract price is final and binding; no price variations allowed. Contractor must provide insurance policy information and certificates prior to commencement.
