Evaluation Criteria

1. Stage 1 – Administrative Requirements – verification of tax pin status, B‑B‑BEE certificate/affidavit, CIPC registration, full CSD report and completed SBD forms. Non‑compliance may lead to outright rejection or a 7‑day period to supply missing information.
2. Stage 2 – Mandatory Requirements – provision of two (2) reference letters for previous supply/delivery of tools (official letterhead, signed, within 5 years). Failure results in automatic disqualification.
3. Stage 3 – Price and Specific Goals – scoring uses an 80/20 point system:
Bidders must complete SBD 6.1 to claim preference points and provide supporting proof (CSD report, CIPC documents, shareholder certificates, ID copies).
