The RFQ is evaluated in three stages:

1. Stage 1 – Administrative Requirements – verification of tax pin status, B‑B‑BEE certificate/affidavit, CIPC registration, full CSD report and completed SBD forms. Non‑compliance may lead to outright rejection or a 7‑day period to supply missing information.

2. Stage 2 – Mandatory Requirements – provision of two (2) reference letters for previous supply/delivery of tools (official letterhead, signed, within 5 years). Failure results in automatic disqualification.

3. Stage 3 – Price and Specific Goals – scoring uses an 80/20 point system:

• Price: 80 points (lowest compliant price scores highest).
• Preference points: 20 points based on specific goals:
• 51 % Black‑Owned – 10 points.
• 30 % Black‑Woman‑Owned – 10 points.
• Total possible: 100 points.

Bidders must complete SBD 6.1 to claim preference points and provide supporting proof (CSD report, CIPC documents, shareholder certificates, ID copies).

Scope: Supply and delivery of radar tools to King Phalo Airport (ATNS Control Tower, East London, 5200).

Deliverables (items and quantities):

1. Lever‑operated wire‑rope pulling & lifting machine – 2 units (800 kg capacity, 20 m cable).

2. Portable electric wire‑rope hoist – 2 units (550 kg capacity, 20 m cable).

3. Gate motor wheel kit – 2 sets (800 kg capacity, 80 mm radius).

4. Lifting eye bolt – 16 pieces (M16).

5. D‑shackle 10 mm – 8 pieces.

6. Bolts M12 × 40 mm – 8 pieces (high‑tensile).

7. Square washer 40 mm × 40 mm – 16 pieces (14 mm hole).

8. Lifting chain 30 mm – 4 pieces.

9. Combination spanner 30 mm – 2 pieces.

10. Combination spanner 32 mm – 2 pieces.

11. Water pump pliers 300 mm – 2 pieces.

12. Steel toolbox – 1 unit.

Delivery must be to the ATNS Control Tower, King Phalo Airport on the dates agreed in the official order. All delivery costs must be included in the quoted price. The supplier must meet any applicable standards for safety and performance as required by ATNS (no specific standards listed).

• Complete the ATNS Pricing Schedule (SBD 3.1) for every line item – all quantities must be priced.
• Prices are to be quoted in South African Rand, inclusive of VAT (15 %) and any other applicable taxes.
