Phase 1: Mandatory Evaluation Criteria (Failure to comply leads to disqualification):

• Minimum 3 years’ verifiable experience in similar Work-Study assignments. Submit a company profile.
• Project Team Lead must have NQF Level 8 or higher qualification in Industrial Psychology, Organisational Design & Development, or HR. Submit proof.
• Team Lead must have at least 5 years’ experience in conducting work-studies, demonstrated Paterson grading experience and certification, and facilitation skills.
• Analyst(s) must have experience in task analysis, process mapping, and stakeholder interviews.
• A minimum of three relevant written reference letters from the last 5 years, signed on client letterhead with contact details and description of services.
• Submission of all required Standard Bidding Documents (SBD1, SBD4, SBD6.1 with B-BBEE proof, SBD7.2).
• Registration on the Central Supplier Database (CSD) with proof provided.

Phase 2: Price and Preference Scoring:

• The 80/20 preference point system applies.
• Price: Maximum 80 points awarded based on a formula comparing your price to the lowest acceptable tender.
• Specific Goals (B-BBEE): Maximum 20 points.
• Promotion of enterprises owned by black people with at least 51% shareholding: Up to 10 points.
• Preference to enterprises owned by women with at least 30% shareholding: Up to 10 points.
• Points are claimed via SBD6.1; documentary proof may be required.

Scope: Conduct a mini-work-study for specific roles to inform job grading and titling decisions using the Paterson framework.

Objectives:

• Analyse actual work performed through structured evidence gathering.
• Confirm role purpose, outputs, autonomy, and spans of control.
• Recommend standardised job titles aligned with SANParks architecture.
• Produce Paterson-aligned role profiles for Job Evaluation panels.
• Identify duplication, inefficiencies, and streamlining opportunities.

Key Activities:

• Document review of existing job descriptions, process maps, KPIs, org charts.
• Stakeholder consultation via structured interviews with incumbents, line managers, HCM, and focus groups.
• Work sampling and task analysis (time-spent analysis).
• RACI/decision-rights analysis to clarify boundaries and governance.
• Benchmarking against comparable organisations.
• Synthesis into concise role profiles and evidence matrices.

Deliverables:

• Inception report and detailed project plan with milestones.
• Per-role evidence pack with validated purpose, task inventory, decision-rights snapshot, spans of control, recommended title, and Paterson calibration summary.
• Consolidated management report with themes and quick-win recommendations.
• Panel-ready role profiles in Word and a summary PowerPoint slide pack.
• Source data and anonymized working papers handed over to HCM/OD.

Project Details:

• Initial tranche: 3 job categories, affecting approximately 99 employees.
• Duration: 8 weeks from contract signing.
• Methodology includes inception, data collection (virtual/onsite interviews, document analysis), analysis, validation sessions, and finalisation.

• Proposed methodology includes:
• Inception: Confirm roles list, data needs, sampling, reporting templates.
• Data collection: Interviews (virtual/onsite), limited observation, document analysis with POPIA compliance.
• Analysis: Task grouping, complexity assessment, Paterson calibration (KPA), interface mapping.
• Validation: Playback sessions with line managers and HCM/OD to test findings.
• Finalisation: Deliver evidence packs per role and consolidated insights.

• Mandatory experience requirements:
• Company: Minimum 3 years' verifiable experience in similar Work-Study assignments.
• Project Team Lead: NQF Level 8 or higher in Industrial Psychology/Organisational Design/HR.
• Team Lead: At least 5 years' experience in work-studies, Paterson grading experience/certification, facilitation skills.
• Analysts: Experience in task analysis, process mapping, stakeholder interviews.
• Submit company profile and three reference letters from the last 5 years.

• The purchaser reserves the right to inspect supplies/services at any stage during production/execution.
• All pre-bid testing costs are borne by the bidder.
• If inspections/tests show non-compliance, the supplier bears the cost and may have supplies rejected.
• The supplier must provide packing/marking as specified to prevent damage during transit.

• Provide a detailed pricing schedule as part of your quotation.

• Show subtotal, VAT at 15%, and grand total.
• All prices must be in South African Rand (excl. VAT).

• Submit a detailed written quotation as per the scope of work.
• Pricing must be broken down as follows (excl. VAT):

1. Project Plan / Charter: Unit price.

2. Work Study per job category: Unit price.

3. Final Report: Unit price.

4. Transport Cost (Flights & Car Hire): Unit price.

• Provide a subtotal, VAT at 15%, and grand total.
• Note: SANParks will arrange accommodation in the park.
• Payment terms: Payment will be made in accordance with the PFMA, within 30 days of receipt of a valid invoice after service delivery.

Mandatory for bid consideration:

• Central Supplier Database (CSD) registration: Provide proof. Non-registration leads to disqualification.
• Tax Compliance: Submit your SARS Tax Compliance Status PIN or a printed TCS certificate. If no PIN but registered on CSD, provide your CSD number.
• For consortia/JV/subcontractors: Each party must submit separate TCS/PIN/CSD proof.
• B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points.
• Foreign Suppliers: If not a resident/branch/permanent establishment in RSA with no RSA income/tax liability, you do not need a SARS PIN. Otherwise, comply.
• No bids accepted from persons in the service of the state or companies with directors/members in the service of the state.
• Adherence to POPIA and OHS Act is required.

• The service provider must acknowledge they are fully aware of the OHS Act and are an employer with duties and responsibilities under the Act.

• SANParks operates under the National Environmental Management: Protected Areas Act with a mandate to conserve biodiversity. The service provider should be aware of the environmental context.

• Contract will be based on the General Conditions of Contract (GCC) and Special Conditions of Contract (SCC). SCC prevails in case of conflict.
• The successful bidder must sign the written Contract Form (SBD7).
• Performance security may be required within 30 days of award, as specified in SCC (bank guarantee, irrevocable letter of credit, or certified cheque).
• Warranty: Goods/services supplied are warranted to be new, defect-free, and conform to specifications. Warranty period is 12 months from final delivery/acceptance or 18 months from shipment, unless SCC specifies otherwise.
• The purchaser may inspect premises and records during contract performance.
• Force majeure, corruption, and fraudulent practice clauses apply as per GCC.

• POPIA: SANParks adheres to the Protection of Personal Information Act. Personal data must be handled lawfully and transparently.
• Upon appointment, the service provider must confirm they can provide catering as per RFQ terms; failure may result in purchase order cancellation.
• Final award is subject to issuing a purchase order after verifying all administrative compliance.

• Mandatory Requirements (Phase 1 evaluation):
• 3 years' experience in similar Work-Study assignments.
• Project Team Lead with NQF Level 8+ qualification in Industrial Psychology/Organisational Design/HR.
• Team Lead with 5+ years' work-study experience and Paterson grading certification.
• Analyst(s) with task analysis, process mapping, interview experience.
• Three reference letters from last 5 years.
• Submission of all required SBD forms and CSD registration.
• Failure to meet these leads to disqualification.

• Final award recommendation is for the bidder who has quoted on all required items, supplied all administrative documentation, and complied with all RFQ terms and conditions. Final award is confirmed by issuing a purchase order.
