Submit bids by the stipulated time (11h00 on 24 June 2026) to the correct email address: [email protected]. Late bids will not be accepted. Bids must be submitted on the official forms provided (not re-typed) or in the manner prescribed in the bid document. Bids are subject to the Preferential Procurement Policy Framework Act, 2000, and the Preferential Procurement Regulations, 2022. Failure to comply with submission requirements may render the bid invalid. Required documents: SBD 1 (Supplier Information), SBD 4 (Bidder’s Disclosure), and SBD 6.1 (Preference Points Claim Form).

Bidder’s Disclosure (SBD 4) requires declarations on: state employment of bidder/directors/trustees/shareholders/members, relationships with procuring institution officials, and interests in related enterprises. False or incomplete disclosures may disqualify the bid. Bidders must certify independence from competitors and non-involvement in drafting specifications.

Evaluation uses the 80/20 preference point system. Points are allocated as follows: Price (80 points), Specific Goals (20 points). Price points are calculated using the formula: Ps = 80 (1 - (Pt - Pmin) / Pmin), where Ps = points scored, Pt = bid price, Pmin = lowest acceptable bid price. Specific Goals points are awarded for: B-BBEE Level 1-4 (10 points, verified by B-BBEE certificate or sworn affidavit), Women-owned Enterprises (5 points, verified via Central Supplier Database), Enterprises owned by disabled people (5 points, verified by medical report). Bidders must indicate how they claim points for each category. Total specific goals points claimed = A + B + C. For consortia/joint ventures, points must be detailed separately per partner, including contract allocation percentage and ownership by race category.

Scope: Renewal of Manage Engine software licenses for IT infrastructure monitoring, auditing, and reporting. Required licenses: 1) Manage Engine ADAudit Plus Professional Edition (2-year subscription): 5 domain controllers, 30 member servers, 5 file servers, 250 workstations, 1 Azure AD tenant (Current License ID: 30000131006). 2) Manage Engine OpManager Plus Edition (2-year subscription): 150 devices pack, 500 IPs, 25 interfaces NFA add-on, 60 devices Network Configuration Manager (NCM) add-on, 1 Firewall add-on, 500 switch ports add-on (Current License ID: 30000131007). 3) Manage Engine ServiceDesk Plus Enterprise Edition (2-year subscription): 1500 assets, 15 technicians (Current License ID: 30000230094). 4) Manage Engine ADManager Plus Addon (2-year subscription): 10 AD Service Desk technicians, 1 Domain (Current License ID: 30000149508).

Bidders must register on the National Treasury’s Central Supplier Database (CSD) prior to submitting bids. Tax Compliance: Submit a Tax Compliance Status (TCS) PIN (applied via SARS e-filing at www.sars.gov.za) or a printed TCS certificate. If no TCS PIN is available but the bidder is registered on CSD, provide the CSD number. For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points. Bidders must not be in the service of the state, nor have directors/members in the service of the state. Foreign suppliers: If the entity is not a RSA resident, has no branch/permanent establishment in RSA, no RSA income, and is not liable for RSA taxation, TCS PIN registration is not required. Disqualification: Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.

B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points. Points are awarded for B-BBEE Level 1-4 (10 points), Women-owned Enterprises (5 points), and Enterprises owned by disabled people (5 points).

Contract terms require bidders to certify that all information is true and correct. The organ of state may disqualify bidders, recover costs, cancel contracts, or restrict business for up to 10 years if claims are fraudulent or conditions are unfulfilled. Bidders must not disclose bid terms to competitors before official opening/award. Suspicious bids may be reported to the Competition Commission or NPA for investigation.

Foreign suppliers: If the entity is not a RSA resident, has no branch/permanent establishment in RSA, no RSA income, and is not liable for RSA taxation, TCS PIN registration is not required. Otherwise, comply with tax and CSD requirements.

Preference Points Claim Form (SBD 6.1) must be included. Points are awarded under the 80/20 system: 80 for price, 20 for specific goals (B-BBEE, women-owned, disabled-owned enterprises). Bidders must submit proof (B-BBEE certificate/affidavit, CSD, medical report) and indicate points claimed. The organ of state may require substantiation of claims at any time.
