Directors/employees must not be in the service of the state. Must submit all mandatory documents; incomplete submissions will be rejected.

Continental Breakfast (sandwiches, scones with cream and jam, croissants and cheese, fresh fruit). Lunch (Beef/Mutton Curry and Rice, Vegetable Breyani and Dhall, Grilled Chicken, Beetroot Salad, Green Salad, Potato Salad, 2 soft drinks per person, 2 bottled waters per person) with table linen, cutlery, crockery, and glasses. Afternoon Tea (coffee, tea, juice, assorted pastries/cake). All items must be delivered to the venue by 07:00 on 22 September 2026. Pricing must include VAT, delivery, and labour.

Bidders must submit a Company Profile and a minimum of 2 signed reference letters. Halaal certification is mandatory. These documents are required to demonstrate experience and qualifications for providing catering services.

Pre-bidding testing costs are the bidder’s responsibility. If inspections are required during production or execution, the bidder’s premises must be open for inspection. If inspections reveal non-compliance, the supplier bears the cost and must replace or repair defective supplies. Non-compliant supplies may be rejected and must be substituted at the supplier’s expense. The purchaser may inspect, test, or analyze supplies post-delivery and reject non-compliant items.

Submit SBD 3.1 (Firm Pricing Schedule) with the grand total. Break down the quotation if space is insufficient. The pricing schedule must include: Beverage Station for 20 people, Continental Breakfast for 20, Lunch for 20, and Afternoon Tea for 20 people. Prices must include VAT, delivery, and labour. Offers must remain valid for 120 days from the closing date.

Pricing must cover all items listed in the technical specifications, including VAT, delivery, and labour. Offers must remain valid for 120 days from the closing date. Payment terms: Invoices must be accompanied by a delivery note. Payments will be made within 30 days of invoice submission. Payment will be in Rand unless otherwise specified.

Tax Compliance: Submit a valid Tax Compliance Status (TCS) PIN issued by SARS or a CSD number if registered on the Central Supplier Database. Bidders must ensure compliance with tax obligations. For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number. No bids will be considered from persons in the service of the state or companies with directors who are persons in the service of the state. Mandatory Documents: Food Safety Certificate, Company Profile, minimum of 2 signed reference letters, Halaal certification. B-BBEE: Submit a copy of the B-BBEE certificate or affidavit to claim points for Black Ownership. Additional Compliance: Complete SBD 4 (Bidder’s Disclosure) to declare all companies under directors’ names on CSD using MAAA numbers. Failure to disclose may result in disqualification. Submit Authority to Sign Tender or Enterprise’s Resolution Letter. All information on the Central Supplier Database must be correct and up to date; submit Section B (Declaration of CSD Information).

B-BBEE requirements for preference points: ≥70% Black Ownership (10 points), ≥51% Women Ownership (3 points), ≥51% Youth Ownership (3 points), ≥30% People Living with Disability Ownership (2 points), Business Location within KwaZulu-Natal (2 points). Submit: Copy of B-BBEE certificate or affidavit, copies of ID, CIPC registration, medical certificate/proof of disability, and proof of KZN address (utility bill, affidavit, councillor letter).

Mandatory requirements include a valid Food Safety Certificate and Halaal certification. Bidders must submit proof of these certifications with their quotation. Compliance with food safety and Halaal standards is non-negotiable for this tender.

Contract terms include: Warranty of 12-18 months for goods, with defects to be repaired or replaced at the supplier’s cost. Payments must be made within 30 days of invoice submission, in Rand. Prices are fixed as per the bid unless adjusted per SCC. Contract amendments require written agreement. Suppliers cannot assign obligations without purchaser’s consent. Subcontracts must be notified in writing. Delays may incur penalties calculated at the prime interest rate per day. Termination for default or insolvency is possible, with potential restrictions from public sector business for up to 10 years. Force majeure events excuse performance delays. Disputes are resolved via mediation or South African courts. Liability is limited to the contract price except for criminal negligence or willful misconduct. Contracts are governed by South African law and must be in English.

This bid is subject to Treasury Regulations 16A under the Public Finance Management Act, 1999, and the KwaZulu-Natal Supply Chain Management Policy Framework. Price (80 points) and Specific Goals (20 points). Specific Goals include Black Ownership, Women Ownership, Youth Ownership, Disability Ownership, and KZN location. SBD 6.1 must be completed to claim preference points.
