• Bids must be delivered to the bid box at 175 Lunnon Street, Hillcrest Office Park, Pretoria (0083) by 27 February 2026, 11:00 AM. Late submissions will be rejected.

• Disqualification risks: missing any mandatory document, failure to provide TCS/CSD details, inclusion of persons in the service of the state, or non‑compliance with tax obligations.
• Bids are valid for 120 days from the closing date.

The bid is assessed in four phases:

1. Phase 1 – Administrative Compliance (mandatory documents listed above). Failure to submit any required form results in disqualification.

2. Phase 2 – Mandatory Requirements – proof of property ownership, ECOC, PCOC, municipal rates statements, valid insurance, OHS certificate, and other compliance certificates. All must be submitted; otherwise the bidder is excluded from further evaluation.

3. Phase 3 – Functionality

• Functionality A (Technical) – up to 100 points covering building size (≥250 m²), parking (≥7 bays), disability access, ablution facilities, maintenance plans, reference letters, team CVs, ICT infrastructure, server‑room, building grade, etc. A minimum of 80 points is required to proceed to the site‑visit stage.
• Functionality B (Site Visit) – up to 100 points evaluating location (≤5 km from Bethlehem CBD), building condition, disability ramps/elevators, dedicated electricity and water meters, public‑transport access, fire protection, HVAC, and parking. Again, at least 80 points are needed.

4. Phase 4 – Pricing and Specific Goals – only bidders scoring ≥80 points in Phase 3 are considered. Price accounts for 80 % of the total score; specific‑goal points (up to 20) are added. Highest total wins; ties are broken by specific‑goal points, then by lot.

All evaluations are based on documented evidence; missing proof = zero points.

Scope: Lease of office accommodation for the PPSA Bethlehem Regional Office for 9 years 11 months (option to extend).

Deliverables:

• Stand‑alone or interconnected office building providing at least 250 m² of usable space.
• Minimum rooms: reception (20 m²), regional manager office (12 m²), investigators, assistants, admin, boardroom, meeting rooms, server/network room, library, archives, first‑aid, kitchen, pause area, store, wellness, cleaners, circulation, ablution facilities (SANS 10400 compliant), and parking.
• Parking: at least 7 bays, including 1 secured/overnight bay for PPSA vehicle and 1 disabled bay.
• Accessibility: ramps or lifts, wheelchair‑friendly routes, signage.
• Services: high‑speed fiber optic, HVAC, fire protection, electricity and water meters, security.
• Maintenance: detailed planned and unplanned maintenance schedules with turnaround times.
• Documentation: floor plans/layouts, building grade certificate (B or better), compliance certificates (ECOC, PCOC, OHS), insurance, municipal rates statements, reference letters (≥4), CVs of property and facility managers.
• Design/renovation proposals must include space‑planning, interior design, engineering (MEP), and lease‑contract management.
• Project methodology must show ability to deliver within 4 months of award.
• PPSA will conduct a site inspection to verify location, access, and compliance.

• Pricing must be submitted on the SBD 3.1 Pricing Schedule – firm, all‑inclusive prices in ZAR, VAT included.
• Prices must cover the entire 9 years 11 months period with escalation (as per schedule).
• All delivery costs, taxes, and escalations are to be included; non‑firm prices or exchange‑rate variations are not accepted.
• No separate bid bond or guarantee is explicitly mentioned; however, the bid must remain valid for 120 days.
• Payment terms will be as per the contract to be negotiated after award.
• Financial capacity: bidders must demonstrate ability to meet the lease obligations and provide the required maintenance and operating cost coverage (detailed cost breakdowns required in the pricing schedule).

• Tax compliance: submit SARS TCS PIN or printed TCS certificate; if unavailable, provide CSD number.
• Central Supplier Database (CSD) registration – attach CSD report or registration number.

• Insurance: valid property/building insurance or letter of intent with quotation.
• Municipal rates/levies: latest three‑month statements confirming up‑to‑date payments.
• All above documents must be submitted; failure to provide any will lead to disqualification.
