• Include all compulsory returnable schedules and annexures in the prescribed order: Checklist of compulsory returnable schedules, Special instructions/Conditions of the bid, Terms of reference, Price proposal, Evaluation and selection process, Annexure 1 (SBD 4), Annexure 2 (SBD 6.1), Annexure 3 (General Conditions of Contract).
• All SBD forms, price schedule and signed General Conditions must be completed and signed; missing any document may lead to disqualification.
• Bids must not be re‑typed, must not contain correcting fluid or erasable pencil, and must be complete with no duplicated or missing pages.
• Late submissions (after the closing date/time) will be rejected.
• Non‑compliance with tax, CSD registration, or other mandatory documents is a disqualification risk.

Phase 1 – Administrative compliance: bidders must satisfy tax compliance (SARS), Central Supplier Database registration, submission of all returnable documents and signed General Conditions. Failure results in exclusion from Phase 2. Phase 2 – Price and Specific Goals:

• Price points – up to 80 points, calculated using Ps = 80 × (1 – (Pt‑Pmin)/Pmin) where Pt is the bidder’s price and Pmin is the lowest acceptable price.
• Specific‑goal points – up to 20 points awarded for B‑BBEE ownership targets (≥50 % black ownership =10 pts, ≥30 % black women =5 pts, ≥20 % white women =3 pts, ≥10 % disability‑owned =2 pts). Proof (BBBEE certificate or sworn affidavit) must be submitted.
• The bidder with the highest combined score (price + specific goals) is normally preferred, but NNR may award to a technically acceptable bidder for other reasons.

Scope: Provide service, repair, replacement and maintenance of one back‑up generator (Make NEF67SM1, Model 2192023) for five years, including:

• Quarterly service, repairs and maintenance as per detailed generator specifications (125 kVA/100 kW, 400 V, 1500 rpm, etc.).
• Monthly testing of the generator.
• Routine tasks: test run, inspect air cleaner, clean battery terminals, check V‑belt, change fuel filter, change engine oil & filter, check fuel level, engine hours, oil pressure, coolant temperature, voltage, RPM, leaks, pipes, radiator caps, and report defects.
• Supply and delivery of diesel on demand via quotation and purchase order.
• Replacement and repairs on demand via quotation and purchase order. All work must be performed by suitably experienced personnel for the contract duration.

• Submit a separate price schedule covering all items (quarterly service, monthly testing, diesel supply, replacements) with fixed, VAT‑inclusive (15 %) South African Rand amounts; only fixed prices accepted.
• Total price must be declared on the price declaration form and must match the price schedule; discrepancies will be used for evaluation.
• No escalation or additional costs allowed.
• Payment: invoice submitted after services rendered; NNR pays within 30 days of receipt of a correct original invoice via electronic bank transfer.
• No upfront payments.
• Performance security (bond) to be provided after award as specified in the Special Conditions of Contract.

• Tax compliance: provide SARS tax PIN and confirm tax status is current; non‑compliant bidders may be disqualified.
• Central Supplier Database (CSD) registration: proof of CSD supplier number required.
• BBBEE: disclose ownership percentages and provide supporting BBBEE certificate or sworn affidavit to claim specific‑goal points.
• Submit all SBD forms (SBD 4, SBD 6.1) and annexures.
• Declare any relationships with state employees or conflicts of interest (SBD 4).
• Anti‑corruption: no collusive behaviour, no assistance from NNR staff, and no upfront payment scams.
• Security vetting by State Security Agency may be required; adverse results can lead to contract cancellation.
